[미디어펜=편집국]카자흐스탄이 미래형 신도시로 개발하고 있는 알라타우시티(Alatau City)에 총 500MW 규모의 신규 발전소 건설을 추진하면서 두산에너빌리티가 주요 협력 후보로 부상하고 있다.
15일 카자흐스탄 국영통신 카즈인폼과 현지 언론 등에 따르면 카나트 보줌바예프 카자흐스탄 부총리는 최근 한국을 방문해 두산에너빌리티 측과 알라타우시티 에너지 인프라 구축 방안을 논의했다.
이번 협의에서 구체적인 발전소 규모도 공개됐다.
알라타우시티의 안정적인 전력 공급을 위해 250MW급 발전설비 2기를 건설하는 방안이다. 전체 발전용량은 500MW다.
현재 검토되는 구상은 천연가스를 이용해 전력을 생산하되 장기적으로 수소를 연료로 사용할 수 있도록 발전설비의 전환 가능성을 확보하는 것이다.
사업 추진 방식으로 민관협력(PPP) 모델도 검토되고 있다.
아직 두산에너빌리티가 EPC(설계·조달·시공) 사업자로 선정되거나 본계약을 체결한 단계는 아니다. 하지만 카자흐스탄 정부가 추진하는 대형 신도시의 핵심 전력 프로젝트를 놓고 두산에너빌리티와 직접 협의에 들어갔다는 점에서 향후 사업 진행 과정이 주목된다.

Kazakhstan is considering the construction of a 500MW power plant to supply electricity to Alatau City, a major new urban development project, with South Korea's Doosan Enerbility emerging as a potential technology partner.
The project is particularly notable because the proposed plant would initially operate on natural gas while being designed for a potential transition to hydrogen-based power generation in the future.
According to Kazakhstan's state-run Qazinform and local media, Deputy Prime Minister Kanat Bozumbayev recently visited South Korea and held discussions with Doosan Enerbility over energy infrastructure for Alatau City.
The proposed facility would consist of two 250MW generating units, providing a combined capacity of 500MW.
A public-private partnership model is also being considered for the project.
Doosan Enerbility has not been selected as an EPC contractor, and no final construction contract has been announced. However, direct discussions between the Kazakh government and the Korean energy company indicate that the project could become an important opportunity in Central Asia.

알라타우시티는 카자흐스탄 정부가 알마티 인근에 조성하는 대규모 미래형 신도시다.
카자흐스탄은 알라타우를 단순한 주거 신도시가 아니라 첨단산업과 물류, 관광, 금융, 스마트시티 기술 등이 결합된 새로운 경제거점으로 육성한다는 구상이다.
대규모 개발이 진행되면서 안정적인 전력 확보가 핵심 인프라 과제로 떠오르고 있다.
카자흐 정부와 현지 언론에 따르면 알라타우시티에는 현재 67개 프로젝트, 총 69억달러 규모의 투자 포트폴리오가 추진되고 있다.
이번에 논의되는 500MW 발전소 역시 이런 전력 수요에 대응하기 위한 프로젝트다.
발전소는 250MW급 2기로 구성하는 방안이 검토되고 있다. 도시 개발과 산업시설 확충에 필요한 전력을 안정적으로 공급하는 자체 전력원 역할을 맡게 될 것으로 예상된다.
두산에너빌리티와의 협의가 주목되는 이유도 여기에 있다.
두산에너빌리티는 가스터빈과 발전소 EPC 사업을 모두 수행할 수 있는 사업 구조를 갖고 있다. 특히 최근에는 기존 천연가스 발전설비를 수소 혼소·전소 발전으로 전환하는 기술 개발에도 힘을 쏟고 있다.
Two 250MW Units to Provide Dedicated Power for Alatau City
Alatau City is being developed near Almaty as one of Kazakhstan's major future-oriented urban projects.
Rather than creating a conventional residential satellite city, Kazakhstan aims to develop Alatau as a new economic hub combining advanced industries, logistics, tourism, finance and smart-city technologies.
As development accelerates, securing a stable electricity supply has become a critical infrastructure requirement.
Kazakh authorities have identified a portfolio of 67 projects worth approximately $6.9 billion for the development of Alatau City.
The proposed 500MW power plant is intended to support this growing electricity demand.
The facility is being considered with two generating units of approximately 250MW each, providing Alatau City with a dedicated source of power as industrial and urban development expands.

이번 프로젝트에서 가장 눈에 띄는 부분은 발전소의 연료 전환 구상이다.
카자흐스탄 측은 초기에는 천연가스를 활용하면서 향후 수소를 사용할 수 있는 발전소로 전환하는 방안을 검토하고 있다.
세계 각국이 석탄발전을 줄이는 과정에서 가스발전은 재생에너지의 간헐성을 보완할 수 있는 전환기 발전원으로 활용되고 있다. 그러나 탄소중립 목표가 강화되면서 장기적으로는 천연가스 사용 역시 줄여야 한다.
이에 따라 기존 가스터빈에 수소를 섞어 사용하는 수소 혼소를 거쳐 장기적으로 수소 전소 발전으로 전환하는 기술이 차세대 발전시장의 주요 경쟁 분야로 떠오르고 있다.
두산에너빌리티가 집중적으로 육성하고 있는 분야다.
두산에너빌리티는 대형 가스터빈을 독자 개발한 데 이어 수소 혼소·전소 터빈 기술을 개발하고 있다.
따라서 알라타우 프로젝트가 실제 사업으로 이어질 경우 단순 가스발전소 건설을 넘어 두산에너빌리티의 가스터빈과 수소터빈 기술을 중앙아시아 시장에 확대하는 시험대가 될 가능성이 있다.
다만 현재 수소 전환 방식과 기술 사양, 두산에너빌리티가 담당할 구체적인 사업 범위는 확정되지 않은 만큼 향후 협의 과정을 지켜볼 필요가 있다.
Starting With Gas, Moving Toward Hydrogen
One of the most significant aspects of the proposed project is its potential fuel transition.
Kazakhstan is considering initially operating the plant using natural gas while allowing for a future conversion toward hydrogen-based generation.
Gas-fired power generation is increasingly being used as a transitional source of electricity as countries reduce their dependence on coal and expand intermittent renewable energy.
In the longer term, however, tighter decarbonization targets are also creating pressure to reduce the use of conventional natural gas.
This has increased interest in gas turbines capable of gradually increasing the proportion of hydrogen in their fuel mix and ultimately operating on hydrogen.
Hydrogen turbine technology is also one of Doosan Enerbility's strategic growth areas.
If the Alatau project moves forward, it could therefore become more than a conventional gas-fired power plant project, potentially providing an opportunity for Doosan to expand its gas and hydrogen turbine technologies into the Central Asian market.
The specific hydrogen conversion technology and Doosan Enerbility's eventual scope of participation have not yet been finalized.

두산에너빌리티와 카자흐스탄의 발전사업 인연은 처음이 아니다.
두산에너빌리티는 카자흐스탄에서 카라바탄(Karabatan) 복합화력발전소를 성공적으로 준공한 경험을 갖고 있다.
이어 2023년에는 카자흐스탄 투르키스탄(Turkistan) 지역에 건설되는 1000MW 규모 복합화력발전소 EPC 사업을 약 1조1500억원에 수주하며 현지 사업을 확대했다.
알라타우시티 사업이 주목되는 것도 이 때문이다.
두산에너빌리티가 이미 카자흐스탄에서 대형 발전소 EPC 수행 경험을 확보한 상황에서 카자흐 정부가 새로운 전략도시의 발전 프로젝트를 놓고 다시 두산 측과 협의하고 있기 때문이다.
특히 이번에는 단순 복합화력발전소가 아니라 향후 수소발전 전환까지 고려한 프로젝트라는 차이가 있다.
아직 넘어야 할 단계는 많다.
PPP 사업구조와 자금조달 방식, 발전소 세부 기술사양, 사업자 선정 등이 확정돼야 실제 수주로 연결된다.
그러나 카자흐스탄이 국가 차원에서 육성하는 알라타우시티의 핵심 전력 인프라에 두산에너빌리티가 협력 후보로 등장했다는 점은 의미가 있다.
향후 카자흐 정부가 사업 타당성조사와 투자구조를 구체화하면서 두산에너빌리티의 역할이 EPC까지 확대될지가 다음 관전 포인트다.
Doosan Builds on Its Track Record in Kazakhstan
The Alatau discussions build on Doosan Enerbility's existing track record in Kazakhstan's power sector.
The company previously completed the Karabatan combined-cycle power plant and in 2023 secured an EPC contract worth approximately KRW 1.15 trillion for a 1,000MW combined-cycle power plant in the Turkistan region.
The Alatau project is therefore significant because the Kazakh government is again discussing a strategic power infrastructure project with a Korean company that already has experience delivering large-scale generation facilities in the country.
This time, however, the project carries an additional dimension: the possibility of transitioning from natural gas to hydrogen in the future.
Several hurdles remain before the proposal becomes a construction contract, including the PPP structure, financing, detailed technical specifications and contractor selection.
The next key question will be whether Doosan Enerbility's involvement expands from preliminary discussions into a formal technology or EPC role as Kazakhstan advances the Alatau City power project.
