According to the agreement, the private limited company was initially established to "operate and distribute a press photo service across Europe." The signatories appointed DPA's photographer Albert Georg Riethausen as the first and temporary sole member of the management board of EPA.

EPA started its operations from the German town of Frankfurt am Main on 1 January 1985 and was formally registered in the Hague on 18 March 1985. On 16 October 1987, with Robert Kirwin as managing director, EPA registered its branch in Frankfurt, seat of the company's headquarters throughout its history.

The disintegration of the Soviet Union and the Warsaw Pact, along with the Balkan wars in the 1990's led EPA to extend its operations beyond the shareholders' territories under the leadership of the managing director Cengiz Seren (1994-2001). By 2001, EPA had its own network of photographers deployed in Russia, Ukraine, Lithuania, Poland, Hungary, Bosnia, Serbia, North Macedonia, Turkey, Greece and the United Kingdom.

In 2003, with former DPA Sales Director Jörg Schierenbeck (2003-2020) as its new President & CEO and Cengiz Seren taking over as Editor in Chief (2003-2012), EPA further expanded its photographic network and sales operations globally.

In 2014, EPA began producing video content in partnership with its main shareholder, Agencia EFE.

In 2022, with former EFE journalist Julia R. Arévalo as President & CEO (2020-present), EPA was rebranded as EPA
