Apartment complexes are seen in Apgujeong-dong, Gangnam-gu, Seoul, Thursday. A city construction commitee under the Seoul Metropolitan Government passed a revision to relax reconstruction regulations placed on aging apartment complexes in the wealthy neighborhood.
