Brownsea is a small island in southern England, a beautiful place inhabited by wild animals such as red squirrels, peacocks and herons in a lush forest. British Army officer Lieutenant-General Robert Baden-Powell was on vacation on the island in 1907. It was an island of his childhood memories, as he and his brothers went on an adventure on a small boat.

Baden-Powell was a hero from the Boer War (1899-1902). He survived the terrible war. The crisis of the war he had experienced did not separate age, class or gender. As the signs of World War I began to appear, he put into practice what he had long envisioned. Brownsea Island was the perfect spot for the “experiment.”

Baden-Powell brought 20 boys to the island in August 1907, ranging from aristocrats to peasants. It was an innovative choice, as the education and living environment drastically varied by class in England at the time. That was what he intended. The training was not for the privileged but for everyone.

Baden-Powell started camping with the 20 boys. They learned how to make huts, find the way back from unfamiliar places, observe animals and plants, extinguish fires, swim for survival and rescue, and give first aid. Various survival trainings continued for nine days. Education for courage, service and citizenship were also included. Baden-Powell’s slogan was “Be prepared.”

Based on this experience, he wrote a book titled “Scouting for Boys” in 1908. It was an instant bestseller and was translated into five languages. Scouting started in England in 1909, and now there are more than 100 million members in 172 countries.

The 2023 World Scout Jamboree in Saemangeum, Korea was supposed to be a festival for 40,000 teenagers from 153 countries, but the event turned into a nightmare. Many suffered from scorching heat waves, bug bites, unsanitary environments, and extremely poor food. Scouts from Britain, the United States and Singapore decided to withdraw early. The situation on the field improved after the central government’s intervention.

But Reuters reported that the dream has turned into a nightmare, and the Guardian wrote that it was a terrible mess. The Independent branded it as a disaster. That is the price for neglecting the Scout motto, “Be Prepared.”

영국 남부에 있는 조그만 섬인 브라운시(Brownsea). 우거진 숲에 붉은 다람쥐·공작·왜가리 같은 야생 동물이 어울려 사는 아름다운 섬이다. 영국 육군 중장이었던 로버트 베이든 포우엘은 1907년 브라운시섬으로 휴가를 떠났다. 어릴 적 형제들과 작은 배를 타고 건너가 모험을 하던 추억의 섬이었다.

포우엘은 보어전쟁(1899~1902년)의 영웅이었다. 참혹한 전쟁 한가운데서 살아 돌아온 생존자이기도 했다. 그가 경험한 전쟁의 위기는 나이와 신분, 성별을 가리지 않았다. 1차 세계대전의 전조가 나타나기 시작하던 때, 그는 오랫동안 구상했던 일을 실행에 옮겼다. 브라운시섬은 그 ‘실험’을 하기에 제격이었다.

포우엘은 그해 8월 20명의 소년을 섬으로 불러모았다. 귀족에서 농민까지, 출신은 다양했다. 신분에 따라 교육ㆍ생활 환경이 크게 달랐던 당시 영국에선 혁신적인 선택이었다. 포우엘이 의도한 일이었다. 그가 할 훈련은 특권층이 아닌 모든 이를 위한 것이었다.

포우엘은 20명 소년과 함께 야영을 시작했다. 오두막 만들기, 낯선 곳에서 길 찾기, 동물과 식물 관찰, 화재 진압과 생존 수영, 구조 활동, 응급 처치까지. 다양한 생존 훈련이 9일간 이어졌다. 용기와 봉사, 시민의 의무에 대한 교육도 빠지지 않았다. 포우엘이 내세운 신조는 ‘준비하라(Be prepared)’였다.

포우엘은 이 경험을 바탕으로 1908년 『소년을 위한 스카우트 활동(Scouting for Boys)』이란 책을 써냈다. 출간과 동시에 불티나게 팔려나갔고 5개 언어로 번역됐다. 1909년 영국을 시작으로 스카우트는 172개국 1억여 명 회원을 둔 조직으로 성장했다.

한국 새만금에서 ‘2023년 세계스카우트잼버리’가 열리고 있다. 153개국 4만여 청소년이 즐겨야 할 축제는 악몽이 됐다. 폭염과 벌레, 비위생적인 환경, 턱없이 부실한 음식에 환자가 속출했다. 영국과 미국, 싱가포르 대표단이 조기 철수를 결정했다. 정부 대응에 현장 상황이 나아지고 있다지만 “꿈이 악몽으로 변했다”(로이터통신), “끔찍하다. 난장판이다”(가디언), “재난으로 낙인 찍혔다”(인디펜던트)는 각국 비판이 이미 나온 뒤다. ‘준비하라’는 스카우트 모토를 철저히 망각한 대가다.
