On June 26, Park In-hwan, chief of the commission on police development, an advisory board directly under the prime minister, spoke on the authority over investigations on communist activities, which will be transferred from the National Intelligence Service (NIS) to the police next year, and said, “We can’t explain it if we leave out the fact that Moon Jae-in is a spy.”
Park, a former prosecutor, attended a debate on national security at the National Assembly, organized by Yangjihoi, a group of retired NIS officials, Monday. He said, “Recently, a spy ring case surfaced, but it would have been impossible without protection from Moon Jae-in,” and argued that the former president was a spy. Park insisted that the grounds for his argument was the fact that the Democratic Party of Korea passed a bill to transfer the intelligence agency’s authority over investigations on communist activities to the police in 2020. At the time, the Moon Jae-in government and the Democratic Party amended the legislation to transfer investigations on criminal violations of the National Security Act to the police--an investigative agency that discloses its activities to the public--to minimize the possibility of basic right infringements and the abuse of authority that could occur during the investigation.
Park said, “We now have six months left (until the transfer of authority), but more than 70% of the people do not know about this,” and added, “They also don’t know that Moon Jae-in is a spy.” He continued and said, “The presenter suggested that we go to the Democratic Party and beg on our knees, if we have to, to extend the addenda (which states the authority over investigations on communism be transferred early next year), but will they listen?” and repeated, “Will they listen when it’s the order from the spy, Moon Jae-in?”
The chair of the commission on police development further said, “The alternative is--when you watch Japanese movies, they have a lot of samurai movies. Giving the opponent an arm and slashing his throat is the way of the Japanese samurai,” and argued, “If we are to keep the authority over investigations on communist activities after six months, we need to give an arm--the “yellow envelope” bill that the Democratic Party so strongly wants. It’s a bill on broadcasting that Yongsan says it will veto. The Democratic Party will only move if we shed bloody tears and say we will accept the yellow envelope bill, if they will just amend the addenda of the National Intelligence Service Korea Act for one year.”
Park In-hwan was appointed the first chairman of the commission on police development, an advisory panel directly under the prime minister, last September. The commission is a body that deliberates reforms in the police institution, such as the maintenance or closure of the Korean National Police University. Park also serves as co-leader of the conservative civic group, Citizens United for Better Society.
