A black swan may be hard to prevent, but I hope we don’t suffer any more from a white swan in the new year.

The traditional concept was broken when a black swan was discovered in Australia in 1696. In 2007, Wall Street hedge fund manager Nassim Taleb used the term in his book “The Black Swan: The Impact of the Highly Improbable” to describe “an unforeseen disastrous factor.”

Later, “white swan” was used to describe “a crisis that was already experienced or repeated but has no solution.” New York University Professor Nouriel Roubini first used the term in his book “Crisis Economics: A Crash Course in the Future of Finance” in 2011.

On Dec. 29, a fire in a soundproof tunnel near an intersection of the Second Gyeongin Expressway killed five people and left more than 40 people injured.

The first traffic soundproof facility in Korea was the steel structure installed on the Wonhyo Bridge and the Gyeongbu Expressway Seocho-dong section in 1982. While noise was reduced, there were complaints over the rough exterior and obstruction of the view. That’s why tempered glass or acrylic material was used for the soundproof walls. Later, soundproof tunnels completely wrapping all sides were built. More than 70 are installed around the country.

The function and appearance were improved, but safety has regressed. The soundproof tunnel that caught fire this time used a semitransparent panel made of polymethyl methacrylate (PMMA), often called acrylic, over the steel structure. It is lighter and easier to install than tempered glass, and, most of all, cheaper. But it is flammable. If it melts from a fire and falls to the ground, it continues to burn.

Under the Fire Services Act, soundproof tunnels are not required to be equipped with fire extinguishing facilities even when they are an enclosed space, as they are not classified as regular tunnels. In 2012 and 2018, the Korea Expressway Corporation Research Institute published reports pointing to the need to establish clear standards for soundproofing tunnel materials, but they were ignored.

We have been there already. In August 2020, a fire broke out in a soundproof tunnel in Gwanggyo New Town in Yongin, Gyeonggi, which is not far from where the recent fire occurred. The fire was contained in about 40 minutes and resulted in no casualties, but acrylic material was mentioned as the cause of the fire at the time, too. 서양에서 스완(swan·백조)하면 하얀 새를 말한다. 1697년 호주에서 까만 깃털의 블랙 스완(Black Swan)이 나타나며 통념이 깨졌다. 2007년 미국의 투자전문가 나심 탈레브는 저서 『블랙 스완』에서 ‘예상치 못했던 돌발 악재’라는 뜻으로 '블랙 스완'이란 단어를 사용했다. 증시 대폭락, 글로벌 금융위기 등을 예견하면서다. 이후 화이트 스완(White Swan)이란 말이 등장했다. ‘이미 경험했거나 지속해서 반복되는 위기인데 적절한 해결책이 마련되지 않은 문제’라는 뜻이다. 미국 뉴욕대 누리엘 루비니 교수가 2011년 발간한 『위기의 경제학』에서 처음 사용했다.

지난달 29일 제2경인고속도로 북의왕나들목(과천) 인근 방음 터널에서 발생한 화재로 5명이 사망하고 40여명이 다쳤다. 국내 최초의 교통소음 차단용 시설은 1982년 서울 원효대교와 경부고속도로 서초동 구간에 설치된 철제 방음벽이다. 소음은 줄었지만 투박한 외관과 조망 방해 때문에 불만이 적지 않았다. 그래서 등장한 것이 강화 유리나 아크릴을 사용한 방음벽이다. 나중에는 아예 사면을 에워싸는 방음 터널이 생겼다. 전국에 70여 개가 있다.

기능과 모양은 개선됐지만, 안전은 오히려 퇴보했다. 이번에 불이 난 방음 터널은 철제 뼈대 위에 아크릴로 불리는 폴리메타크릴산메틸(PMMA) 재질의 반투명 패널이 덮여 있었다. 강화 유리보다 가볍고 설치가 쉬우며 무엇보다 값이 싸다. 대신 화재에 취약하다. 불에 녹아 바닥에 떨어져도 불이 꺼지거나 굳지 않고 계속 타는 특성이 있다.

소방법상 방음 터널은 일반 터널이 아니라서 소방 설비를 갖추지 않아도 된다. 사면이 밀폐된 공간인데도 말이다. 도로교통연구원이 2012년과 2018년 방음 터널 소재에 대한 기준이 필요하다는 보고서를 냈지만, 묻히고 말았다.

비슷한 경험이 없는 것도 아니다. 이번 사고 인근인 경기도 용인시 광교신도시에서도 2020년 8월 방음 터널(신대호수사거리) 화재가 있었다. 40여 분 만에 화재가 진압돼 별다른 인명 피해는 없었지만, 당시에도 아크릴이 문제로 꼽혔다. 블랙 스완이야 어쩔 수 없다 해도 화이트 스완으로 인한 고통과 슬픔은 새해에는 없었으면 한다.
