Korean shipyards at order heyday cannot keep up due to labor shortage

According to the Korea Offshore & Shipbuilding Association (KOSHIPA), Korea Shipbuilding & Offshore Engineering, Daewoo Shipbuilding & Marine Engineering, and Samsung Heavy Industries lost 72 percent of their engineering designers from 18,643 in 2015 to 5,236 last year and 28 percent of R&D power from 1,772 to 1,283 amid a lengthy maritime slump.
The number of orders sank to 2.24 million compensated gross tonnage (CGT) in 2016 from 32.1 million CGT in 2007. Backlog of 67.25 million CGT in 2008 thinned to 17.98 million CGT in 2017.
The domestic shipbuilding industry achieved a turnaround last year by winning orders totaling 17.49 million CGT, bolstering order backlog to 29.5 million CGT.
Korean shipyards cannot entirely celebrate the flood of orders due to the lack of work force.
But hiring the specialty workers had not been easy as labor-intensive dockyard work pays relatively poorly and cannot guarantee job security due to volatile business cycles.
Host governments of shipyards and dockyards in Ulsan, Geoje, and Yeongam have been trying to help with recruitment to little avail. As of May this year, the number of skilled workers at the three shipbuilders amounted to 63,227, adding just 102 in the past five months.
The government has made it easier for companies with less than 300 full-time employees to hire foreign laborers but many view this only as a temporary solution.
Amid the lack of options, the industry has been asking for exemption in 52-hour workweek to meet orders.
