President Moon Jae-in finally ordered prosecutors and police to do their best to swiftly investigate the ever-growing Daejang-dong development scandal to find out the truth behind the most lucrative development project in Seongnam City, Gyeonggi. The ongoing investigations by the police and prosecutors have been too slow. In an hilarious turn of events, the police recovered a smartphone dumped by Yoo Dong-gyu, former acting president of the Seongnam Development Corporation, just a day after checking CCTVs around his apartment. (The prosecution failed to secure the phone). That’s not all. The law enforcement agencies kept dragging their feet in investigating Kim Man-bae, a major shareholder of Hwacheon Daeyu, an asset management company at the center of the scandal, and did not raid Seongnam City Hall to seize any evidence.

In the meantime, public sentiment is boiling out of control, as clearly seen in the surprising — and overwhelming — victory of Lee Nak-yon over Lee Jae-myung in the final round of the DP presidential primary on Sunday. The dramatic turnaround can be completely explained by the mushrooming land development scandal. President Moon finally broke a long silence and ordered a thorough investigation of the scheme. If police officers and prosecutors dilly-dally again, the case will have to go to a special prosecutor. The public is watching closely.

Gov. Lee and the DP must stop trying to pin the blame on greedy builders, the conservative media and the opposition People Power Party (PPP). The DP refused the PPP’s persistent demand to summon several suspects to the National Assembly as witnesses. The Gyeonggi provincial government, the Financial Services Commission and the Financial Supervisory Service joined forces not to submit any relevant data to the legislature.

DP Chairman Song Young-gil went so far as to recommend Gov. Lee resign from his post as quickly as possible to avoid a grilling from PPP lawmakers. If this is not a farce, what is? The governor has finally decided to appear at the legislature and answer questions after “contemplating” the repercussion. The scandal has crossed a point of no return.

대통령의 "대장동 철저 수사", 특검 회피용 아니길

문재인 대통령이 어제 대장동 개발비리 의혹과 관련해 “검찰과 경찰은 적극 협력해 신속하고 철저한 수사로 실체적 진실을 조속히 규명하는 데 총력을 기울여 달라”고 말했다. 청와대 참모가 “엄중히 생각하며 지켜보고 있다”고 한 지 1주일 만에 문 대통령이 직접 입장을 낸 것이다. 청와대는 그러면서 이재명 더불어민주당 대통령 후보의 대통령 면담 요청 사실도 공개했다.

문 대통령의 발언이 진심이길 고대한다. 대장동에서 원주민·입주민이 누려야 할 몫을 민간사업자들이 가로채 천문학적 이득을 누렸고, 이 과정에서 단물을 빨아먹는 이들도 꼬인 것으로 속속 드러나고 있어서다. 한마디로 “정치·법조·지방기관의 약탈적 부패 카르텔”(전국교수모임)이다. 당시 성남시장으로 인허가권자였던 이재명 후보에겐 답해야 할 질문들이 쌓여 가고 있다. 민심도 임계점을 넘었다. 민주당의 3차 선거인단 투표에서 이재명 후보가 28.3%로 이낙연 후보(62.37%)에게 대패한 게 방증이다. 대장동 사건을 빼놓곤 달리 설명이 안 된다.

야당에선 그러나 대통령의 발언을 “특검을 거부하겠다는 대국민 선언”이라고 의심하고 있다. 특검에 반대하는 이재명 후보과의 회동도 부적절하다고 보고 있다. 결국 “검경이 발을 맞춰 사건을 실질적으로 은폐하는 쪽으로 움직이고, 그 뒷배엔 대통령의 의중이 실려 있을 수밖에 없다”(김기현 국민의힘 원내대표)는 것이다.

야당의 목소리를 얼토당토않다고 치부하기엔 현재 검경 수사가 너무나도 더디다. 검찰이 확보하지 못한 유동규씨의 핸드폰을 경찰이 CCTV를 보고 하루 만에 찾았다. 제대로 수사할 뜻이 없다는 지적이 나오는 게 무리가 아니다. 주요 인물인 화천대유 대주주인 김만배씨 등에 대한 수사는 지체됐고, 성남시청과 경기도청에 대한 압수수색은 지금까지 이뤄지지도 않았다. 법조계에선 “수사의 ABC도 모르고 의지도 없는 것 같다”고 비판한다. 불필요한 오해를 풀기 위해서라도 검경이 최선의 노력을 다해야 한다. 그렇지 않으면 결국 특검으로 가게 될 것이다.

이재명 후보와 민주당도 ‘토건세력, 국민의힘, 보수언론의 이재명 죽이기’란 정치적 프레임으로 진상 규명을 막아 오던 태도를 버려야 한다. 그간 민주당은 국민의힘이 정무위·행정안전위·국토교통위에서 요구한 국감 증인 채택을 모두 거부했다. 경기도와 금융위, 금융감독원도 관련 자료를 일절 내지 않고 있다. 18, 20일 경기도 국감을 앞두고 지난 주말 경기도 행정부지사를 교체한 데 이어 그제 송영길 대표가 이 후보에게 “하루속히 지사직을 정리하라”고 한 일도 있다. 이 후보가 어제 “숙고한 결과 지사로서 국감에 임하겠다”고 정리했지만, 대장동 사건은 '꼼수’로 돌파할 수 있는 국면이 이미 아니다. 정권의 고비다.
