Third, embrace nuclear power as a means to provide clean energy, potable water, and development to Africa. Before this century’s end, Africa will become home to the world’s most populous cities. Lagos, Kinshasa and Dar es Salaam will each count more than 70-million inhabitants.

Only nuclear power can provide the energy for such concentrated populations. China and Russia now dominate in its provision. With each plant, they create strategic redoubts, which coupled with China’s Belt and Road Initiative, will bleed Africa of its mineral riches in a new imperialism.

To counter China and Russia, President Biden should support an energy consortium composed of America and its allies, to offer non-exploitative energy alternatives.

Fourth, intellectual property theft by China must be stopped. President Obama’s former director of National Intelligence documented China’s theft of intellectual property in a groundbreaking 2013 report. The situation has continued to degrade.

America, the NATO nations, and our Indo-Pacific allies must collect and disseminate industry-specific data across borders to stem Chinese theft. Counterfeit parts, including software, which may compromise military systems, must be rooted out through joint efforts, which should include tagging to ensure authenticity.

Fifth, the American education system must be revamped, with emphasis on science, technology, engineering and mathematics (STEM). American universities cannot continue as China’s preferred graduate schools.

Grades K─12 must expand online education. The Department of Education must overhaul teaching methods. Technology exists to map each student’s optimum mode of learning, enabling the mastery of technical subjects.

셋째 청정에너지와 휴대용 식수를 공급하고 아프리카를 개발하기 위해서 핵 발전을 수용하자. 이번 세기가 끝나기 전에 아프리카는 세계 최대의 인구를 가진 도시들의 고향이 될 것이다. 라고스, 킨샤사, 다르에스살람은 주민 숫자가 각각 7000만명을 넘길 것이다.
 
오직 핵 발전만이 그런 밀집된 인구에 에너지를 공급할 수 있다. 중국과 러시아는 지금 그런 에너지 공급을 지배하고 있다. 발전소를 하나 지을 때마다 두 나라는 전략적인 보루를 만드는데 이는 중국의 일대일로 계획과 연결되어 새로운 제국주의를 통해 아프리카의 풍부한 각종 광물자원을 착취하게 될 것이다.
 
바이든 대통령은 중국 및 러시아와 맞서서 착취적이 아닌 에너지 대안을 제공하기 위해 미국과 동맹국들로 구성된 에너지 협력단을 지원할 필요가 있다.
 
넷째 중국의 지적 재산 도둑질을 중지시켜야 한다. 오바마 대통령 당시의 국가정보국장은 2013년의 획기적인 보고서에서 중국의 지적 재산 도둑질 현황을 기록했다. 상황은 계속 악화되었다.
 
미국과 나토 회원국들 및 인도·태평양의 동맹국들은 중국의 도둑질을 저지하기 위해서 국경을 초월하여 산업별 자료를 모으고 퍼뜨려야 한다. 군사 체제를 위태롭게 만들 가능성이 있는 소프트웨어를 포함한 각종 모조 부품을, 정품 인증 표시를 포함하는 공동의 노력을 통해서 근절해야 한다.
 
다섯째 미국 교육 체제는 STEM 즉 과학, 기술, 엔지니어링, 수학에 역점을 두고 개조되어야 한다. 미국의 대학교들은 중국이 선호하는 대학원 노릇을 계속할 수 없다.
 
유치원부터 12학년까지 과정은 온라인 교육을 확대해야 한다. 교육부는 가르치는 방식을 점검해야 한다. 학생 개개인에게 가장 적합한 학습 방식을 찾아내어 기술 과목들을 완전히 익히도록 하는 기술이 존재한다.
