[WT논평] America's freedoms manifest weakness (1)

The People’s Republic of China touts the superiority of its system. To China, America’s freedoms manifest weakness. China believes it is the stronger power, for communism allows no dissension.

This assertion seems almost plausible given our nation’s riots and assaults against the White House and Capitol. However, if important policies persist between administrations that detest each other, such continuity proves that America possesses the more resilient political system.

Our national policies toward China rank as the most important domain in which continuity between administrations is a necessity. The Biden administration will demonstrate great sagacity if it builds upon the prior administration’s policies in five areas.

First, America’s military power should be fortified. The Biden administration must continue freedom of navigation challenges, opposing China’s strategy of sea denial. Demonstrating increased emphasis on alliances, our Navy should be joined by ships representing Japan and Australia.

Support for Taiwan’s security is paramount. The world cannot afford China’s becoming a global hegemon, which would swallow Taiwan as it did Hong Kong.

Second, build upon the Obama administration’s “2015 Framework for the U.S. ─ India Defense.” Expand the Quadrilateral Security Dialogue between the United States, Australia, Japan and India, with the intent of initiating talks to create a NATO-like organization for the Indo-Pacific region.

India should become America’s strategic partner, for the world’s largest democracy will soon surpass China in population and economic dynamism ─ attributes necessary to constrain China’s bellicosity.

중화인민공화국은 자기네 체제의 우월성을 자랑한다. 중국이 볼 때, 미국의 자유는 약점을 나타낸다. 중국은 자국이 더 강력한 강대국이라고 믿는다. 공산주의는 이견을 허용하지 않기 때문이다.
 
우리나라의 백악관에 반대하는 폭동과 국회의사당 공격에 비추어볼 때 이런 주장은 거의 타당해 보인다. 그러나 서로 몹시 싫어하는 행정부들 사이에서 중요한 정책들이 지속될 경우 그런 연속성은 미국이 더욱 유연한 정치 체제를 가졌다는 것을 입증한다.
 
우리의 대중국 정책은 행정부 간의 연속성이 필요한 가장 중요한 영역으로 꼽힌다. 바이든 행정부가 5개 분야에서 전 행정부의 정책을 확대해 나간다면 대단히 현명하다는 사실을 과시할 것이다.
 
첫째 미국의 군사력을 강화해야 한다. 바이든 행정부는 항행의 자유를 위한 도전을 계속하고 중국의 해양 거부 전략에 반대해야 한다. 동맹관계를 더욱 중시한다는 것을 보여주기 위해서 미국 해군은 일본과 호주를 대표하는 선박들과 세력을 합쳐야 한다.
 
대만의 안보를 지원하는 것이 가장 중요하다. 세계는 중국이 홍콩을 집어삼킨 것처럼 대만도 집어삼키게 될 세계의 패권국가가 되는 것을 허용할 형편이 안 된다.
 
둘째 오바마 행정부의 “미국-인도 방어를 위한 2015 기본 틀”을 확대하자. 인도-태평양 지역에 나토와 비슷한 기구를 창설하기 위한 협상 개시를 의중에 두고 미국, 호주, 일본, 인도 사이의 4자 안보 대화를 확대하자.
 
인도는 미국의 전략적인 동반자가 되어야 한다. 왜냐하면 세계 최대의 민주국가인 인도는 오래지 않아 인구 및 경제적 역동성 면에서 중국을 추월할 것이기 때문이다. 이런 특성은 중국의 호전성을 억제하는 데 필요하다.
