[WT논평] The rattling of the saber

North Korea has once again greeted new American leadership with the rattling of the saber. Rather than allow the unsettling sound to reverberate unanswered, a more productive course would be to reaffirm progress toward denuclearization of the Korean Peninsula made during the previous administration, and to ask the North to do the same.

During President Biden’s brief tenure, North Korean leader Kim Jong-un has already ignored a perfunctory entreaty for the resumption of diplomatic contacts, and Mr. Kim’s powerful sister has blistered the air with rebuke of routine U.S.-South Korean military exercises.

More ominously, the North Korean dictator has drawn international concern by firing short-range missiles into the western sea, followed by the launch of what defense analysts believe were two advanced ballistic missiles. Mr. Biden’s response was to point out, half-heartedly, that the tests violated a United Nations resolution.

It was less than two years ago that President Trump arrived at the Demilitarized Zone separating the two Koreas and took an unprecedented step over the demarcation line to greet North Korea’s young ruler.

The act triggered a glimmer of hope that negotiations faltering over the North’s demand for economic sanctions relief would resume. With U.S. regime change in the wind, Mr. Kim lost interest.

Mr. Biden should launch a message to his North Korean counterpart reaffirming American devotion to those honorable goals and requesting that he do likewise.

There is no naivete in Mr. Biden opting to build upon his predecessor’s work and championing a series of verifiable measures that step down U.S. economic sanctions and North Korean nuclear activity in unison.

북한은 신임 미국 지도부에 또다시 무력시위로 반응했다. 대답 없는 이 불안한 소리가 반향을 일으키도록 놓아두는 것보다는 전임 행정부 때 성사된 한반도 비핵화를 향한 진전을 재확인하고 북한에도 동일한 조치를 요구하는 것이 더욱 생산적인 진로일 것이다.
 
바이든 대통령의 짧은 재임 동안 북한 지도자 김정은은 외교 접촉을 재개하자는 형식적인 간청을 이미 무시했고 김의 실세 여동생은 미국과 한국의 정례적인 군사훈련을 맹렬히 힐책했다.
 
북한의 독재자가 단거리 미사일을 서해로 발사한 데 이어 군사 분석가들이 개량된 탄도미사일로 생각하는 미사일 2발을 발사함으로써 국제적인 우려를 불러일으킨 사태가 더욱 불길하다. 바이든은 이번 발사실험이 유엔 결의안 위반이라고 지적하며 미온적으로 대응했다.
 
트럼프 대통령이 남북한을 갈라놓은 비무장지대에 도착하여 북한의 젊은 통치자를 영접하기 위해 분계선을 이례적으로 걸어서 넘어간 지 채 2년도 되지 않았다.
 
트럼프의 행동은, 북한의 경제 제재 완화 요구로 흔들렸던 협상이 재개될 것이라는 어렴풋한 희망을 유발했다. 미국의 정권교체가 임박한 상황에서 김정은은 관심을 잃었다.
 
바이든은 미국이 그런 훌륭한 목표에 전념하고 있다는 것을 재확인하고 북한의 상대방도 마찬가지 조치를 취할 것을 요청하는 메시지를 보낼 필요가 있다.
 
바이든이 자기 전임자의 작업을, 새로운 업적 구축의 바탕으로 삼고 북한에 대한 미국의 여러 가지 경제 제재 조치를 단계적으로 줄이고 북한의 핵무기 개발 활동을 그에 맞춰 완화하는 일련의 검증 가능한 조치를 위해 노력하는 것은 순진한 행동이 아니다.
