[WT논평] Radical changes in American life (2)

For the first time in their careers, many teachers and professors are careful not to go off-topic and rant to their high school and college students. Their video streams are not only seen by captive classroom audiences but occasionally peeked in on by the parents and taxpayers who pay their salaries.

This is the first autumn in memory that a huge percentage of college students are staying home. And no one is sure of the ensuing consequences.

With college revenues dropping, will ambitious promises to hire more diversity administrators, build more self-segregated racial theme houses and increase campus social services be seen as just more costly overhead that shorts classroom teaching?

During the pandemic, government has become more intrusive and yet seemingly more impotent and incompetent. Pick a month and some government official issues yet more contradictory orders on mask wearing, social distancing and lockdowns - all to be soon reversed.

Taxes stayed high and yet urban services got worse. We still do not know the full consequences of these radical changes in American life, especially whether they will continue after the COVID-19 virus abates and quarantines end.

The cultural currents are often contradictory. They defy easy political analysis and seem at times counterintuitive. But there is one historical constant.

When institutions and politicians cannot accommodate radically changed circumstances, people will no longer value institutions and politicians. In their place, citizens will seek to ensure their own livelihoods, leisure and safety in ways that are more reliable and affordable - with their circumstances in their own hands rather than in those of distant others.

다수의 교사들과 교수들은 자기네 경력 속에서 처음으로 주제에서 벗어나지 않고 고등학교 및 대학 학생들에게 소리를 지르지 않도록 조심하고 있다. 교실에 갇힌 청중뿐만 아니라 학부모들과 교사와 교수의 봉급을 지불하는 납세자들도 가끔 그들의 비디오 스트림을 엿보았다.
 
사람들이 기억하기로는, 엄청난 비율의 대학생들이 집에 머물고 있는 것은 이번 가을이 처음이다. 그리고 뒤따르는 각종 결과를 확실히 아는 사람은 없다.
 
대학의 수입이 하락함에 따라, 다양성 관련 행정직원들을 더 많이 고용하고 스스로 남들과 거리를 둔 채 급진적 주제에 심취한 클럽 건물을 더 많이 짓고 교내의 사회복지사업을 확대하겠다는 야심찬 공약이 단지 교실 강의를 축소시키는 과도한 간접비의 증액으로 간주될 것인가.
 
코로나19 대유행이 진행되는 동안 정부의 간섭은 더 심해졌으나 외견상 정부는 더욱 무력하고 무능해졌다. 어느 한 달을 예로 들 경우, 정부의 일부 관리들은 마스크 착용과 사회적 거리두기 및 봉쇄와 관련하여 여전히 더욱 상충되는 명령을 내리고 그 명령은 오래지 않아 모두 뒤집힌다.
 
각종 세금은 여전히 높지만 도시 공공서비스는 더욱 나빠졌다. 우리는 미국인들의 생활 속에 일어난 이런 각종 근본적인 변화의 완전한 결과를 아직 모른다. 특히 코로나19가 약해지고 격리가 끝난 다음에도 그런 변화가 계속될 것인지 여부를 모른다.
 
문화의 흐름은 종종 모순된다. 문화의 조류는 정치적으로 쉽게 분석하기가 어렵고 때로는 직관에 어긋나는 것처럼 보인다. 그러나 역사적인 불변 요소가 하나 있다.
 
제도와 정치인들이 근본적으로 변화한 환경에 부응할 수 없을 때 사람들은 제도와 정치인들을 더 이상 중히 여기지 않는다. 대신 시민들은 자기 환경을 먼 남에게 맡기기보다 직접 장악하여 더 믿을 만하고 경제적인 방식으로 생계와 레저 및 안전을 보장하는 길을 모색할 것이다.
