Moon singled out the eradication of real estate corruption as one of the peoples’ desperate wishes, without apologizing for his administration’s failed policies to stabilize the housing market. That is regrettable. A majority of voters rather expressed their rage over the government’s endless real estate fiascoes through their votes. They want the government to admit its mistakes and change course. But they sensed that the government once again attempted to find fault with so-called “past evils” instead of reflecting on its misguided policies.

Deputy Prime Minister for Economic Affairs Hong Nam-ki’s remarks prove it. On Thursday morning, Hong, who also serves as finance minister, underscored the need to “maintain the big frame of the government’s housing policy, unshakably.” Apartments cannot be supplied by local governments alone, he said, effectively effacing new Seoul Mayor Oh Se-hoon’s campaign promise to liberalize the housing market.

Despite the liberal administration’s 25 sets of real estate measures, home prices soared, and people could not buy an apartment because of suffocating regulations. Allegations about Korea Land and Housing Corp. (LH) employees’ speculative investments with inside information fueled voters’ outrage. And yet, the government wants to push for its loophole-ridden housing polices regardless of citizens’ anger.

The DP’s distortion of public sentiment does not stop there. Whenever a problem appears, it blames others. A senior lawmaker of the DP regretted not thoroughly checking a suspicious real estate deal by Mayor Oh’s wife’s family and then attacked the “biased media” for posing “a serious threat to our democracy” before resigning from his seat in the supreme council. Former Rep. Sohn Hye-won, a DP ally indicted for real estate speculation, claimed that the only way for the DP to survive is to deprive the prosecution of its investigative rights entirely.

The clock is ticking for Moon, with less than a year left in office. If he fails to humbly accept the voters’ real demands, the DP cannot extend its reign. Instead, if Moon changes course, including on real estate, the ruling party can win back public support. Moon holds the key.

“국민의 질책을 엄중히 받아들인다.” 여당 참패란 4·7 재·보선 성적표를 받아든 문재인 대통령은 어제 오전 이렇게 말했다. 문 대통령은 이어 “더욱 낮은 자세로, 보다 무거운 책임감으로 국정에 임하겠다”며 “코로나 극복, 경제 회복, 민생 안정, 부동산 부패 청산 등 국민의 절실한 요구를 실현하는 데 매진하겠다”고 밝혔다. 청와대와 더불어민주당은 서울·부산시장 보궐선거의 패배 가능성을 예상하면서도 20~30%포인트의 큰 득표 차는 짐작하지 못했다는 게 관계자들의 전언이다. 대통령의 메시지에서 대통령이 받은 충격이 느껴지는 건 이 때문이다. 그러나 대통령은 부동산 실정에 대해선 명시적으로 사과하지 않은 채 앞으로 매진할 국민의 절실한 요구 중 하나로 ‘부동산 부패 청산’을 들었다. 대통령의 인식에 우려를 표하지 않을 수 없는 대목이다. 대다수 국민은 이번 선거가 드러낸 민심을 ‘부동산 실패가 부른 분노’로 받아들인다. 지금이라도 실패를 인정하고 부동산 정책의 방향을 바꾸라는 거다. 그런 국민의 명령을 ‘부동산 부패 청산’이라는 얘기로 피해 가선 안 된다. 그 말에서 '현 정부 정책이 잘못된 건 아니고, 투기에 나선 적폐 세력이 문제'라는 인식이 느껴져서다.

당장 어제 아침 홍남기 경제부총리의 발언이 이를 뒷받침한다. 홍 부총리는 “부동산 정책의 큰 틀은 흔들림 없이 유지돼야 한다. 주택 공급은 지자체 단독으로 할 수 있는 게 아니다”고 말했다. 오세훈 서울시장의 부동산 공약을 견제함과 동시에 현 정권의 부동산 정책 기조를 바꾸지 않겠다는 의미다. 홍 부총리는 사의를 표명한 변창흠 국토부 장관이 주도하는 '2·4 대책'을 흔들림 없이 추진하겠다고도 했다.

민심은 25번의 정책 발표에도 부동산값이 치솟고 각종 규제로 사실상 내집 마련이 봉쇄된 상황에서 한국토지주택공사(LH) 사태를 비롯한 여권 주변의 ‘부동산 내로남불’이 잇따라 터진 것에서 폭발했다. 그런데도 기존의 부동산 정책 기조를 계속 이어나가겠다는 건 선거 민심을 오독했거나 알고도 무시하는 것으로 해석될 수밖에 없다.

여권의 민심 곡해는 여기서 끝나지 않는다. 검찰·언론 등 자신들의 구미에 맞지 않는 곳을 탓하는 구태가 여전하다. 어제 사퇴한 김종민 민주당 전 최고위원은 “오세훈 시장의 내곡동 관련 의혹을 언론이 꼼꼼히 따졌어야 했다. 언론이 편파적이면 민주주의에 상당한 위험 요소가 될 것”이라고 말했다. 이에 앞서 열린민주당 소속인 손혜원 전 의원은 “민주당의 살길은 오로지 검찰수사권 완전 박탈뿐이다”고 썼다.

문 대통령에게는 채 1년의 시간도 남지 않았다. 늦어도 올 연말이면 정국이 내년 대선 국면으로 넘어갈 테니 실제 일할 시간은 길어야 6~7개월이다. 문 대통령에게 이번 패배는 국정을 전환할 마지막 기회를 선사했다. 선거에서 드러난 국민의 뜻을 잘 헤아리고 그에 맞는 정책을 펼친다면 떠난 민심을 되돌릴 수 있다. “국민의 질책을 엄중히 받아들이고 낮은 자세로 국정에 임하겠다”는 메시지가 말로만 그치지 않으려면 부동산 정책의 변화 등 과감한 쇄신책을 내놔야 한다. 그리고 그 실천은 대통령의 몫이다.
