[WT논평] Cyber hacks and digital attacks (2)

U.S. airports are particularly vulnerable to bad actors, as they are a rich environment of both professional and personal information. Airline companies are also attractive targets for cybercriminals because of their massive dependence on computer networks.

Between 2015 and 2017, the U.S. Government Accountability Office (GAO) found 34 IT outages that crippled airlines and led to grounded, delayed or cancelled flights. Not only is this detrimental to the airline companies that are losing revenue, but it is a headache to consumers, too.

The Federal Aviation Authority (FAA) understands it needs to make cybersecurity improvements, as admitted in a recent GAO report. However, in order to make these improvements the FAA must have the proper infrastructure to support cyber-hardened modernization.

The FAA is rightfully considering a shift from our nearly 20-year old FAA Telecommunications Infrastructure (FTI) program to the FAA Enterprise Network Services (FENS) program.

While the FAA fields the FENS program, it is critical that it is flexible and cost-efficient to best serve our nation’s needs. Integrating to this newer system will allow our nation to keep pace with the rapidly changing technology environment and keep Americans’ data secure.

Bad actors and nation-states have proven time and time again their interest in harming Americans, whether interfering with our election process or stealing consumer data.

It’s time that the FAA recognize these looming threats and implement a program that is capable of defending against malicious cyberattacks, while maintaining cost efficiency and flexibility. It is irresponsible to ignore these threats as our nation continues its ongoing recovery.

미국의 공항은 전문 정보와 개인 정보 양쪽이 풍부한 환경이기 때문에 악당들에게 특히 취약하다. 또한 항공회사들은 컴퓨터 네트워크에 크게 의존하기 때문에 사이버 범죄자들의 표적이 되고 있다.
 
2015년부터 2017년까지 미국 정부회계감사국은 항공회사의 업무를 마비시키고 항공기의 이륙을 못하게 하며 운항을 지연시키거나 취소시킨 34건의 IT 운전정지 사건을 발견했다. 이는 수입 손실을 겪고 있는 항공회사들에만 해로운 것이 아니라 소비자들에게도 골칫거리다.
 
연방항공국은 회계감사국의 최근 보고서가 인정한 바와 같이 사이버보안을 개선할 필요가 있다는 점을 이해하고 있다. 그러나 이런 개선을 하기 위해서 연방항공국은 고도화된 사이버 현대화를 뒷받침하는 적절한 인프라를 보유해야 한다.
 
연방항공국은 우리의 근 20년 된 연방항공국 통신 인프라(FTI) 프로그램을 연방항공국 산업 네트워크 서비스(FENS) 프로그램으로 바꾸는 조치를 검토 중인데 이는 올바른 처사다.
 
연방항공국이 FENS 프로그램을 보급함에 있어서 이 프로그램이 융통성 있고 비용 효율적이어서 우리나라의 필요를 가장 잘 충족시킨다는 점이 중요하다. 이 새로운 시스템의 통합은, 우리나라가 급속히 변화하는 기술 환경에 보조를 맞추고 미국의 데이터를 안전하게 지키도록 해 줄 것이다.
 
나쁜 세력들과 나쁜 나라들은 우리의 선거 과정에 개입하거나 혹은 소비자 자료를 훔치는 것을 불문하고 미국인들에게 해코지를 하는 데 관심을 기울인다는 사실을 반복적으로 증명해 보였다.
 
이제 연방항공국이 다가오는 이런 위협을 인식하여 비용 효율성과 유연성을 유지하면서 악의적인 사이버공격을 막아낼 수 있는 프로그램을 시행할 때이다. 우리나라가 진행 중인 회복을 지속함에 있어서 이런 위협을 외면하는 것은 아주 솔직히 말해서 무책임한 처사다.
