[LEAD]
After weeks of deadlock caused by disputes over other bills, the National Assembly's special committee on U.S. investment has begun operating in earnest. With global uncertainty growing, both ruling and opposition parties have unusually come together, saying they will pass the special U.S. investment bill next week.

[REPORT]
After stalling repeatedly for the past month, the parliamentary special committee on investment in the U.S. is speeding up to make last-minute efforts,

In a plenary meeting held for the first time in a week, the committee introduced and began reviewing nine special bills on Korea's investment pledge in the U.S. right away.

Kim Sang-hoon / People Power Party
We’ll submit a special legislation to manage Korea’s strategic U.S. investment.

As it has to combine the proposed bills into one package before approving, the committee first discussed key issues negotiated behind closed doors.

One of the issues is whether to create a new agency for U.S. investment or assign the task to an existing agency.

Rival parties also disagree on whether it is necessary to obtain parliamentary approval for U.S. investment plans in advance or if reporting them to the National Assembly subsequently is enough.

Kang Myoung-gu / People Power Party
The bill must clearly require reporting and prior approval from the National Assembly.

Ahn Do-geol / Democratic Party
Conducting parliamentary reviews for each case could hinder speed and flexibility of investment decisions.

They are known to be narrowing the gap in a direction toward creating a Korea-U.S. strategic investment corporation with minimal manpower and budget while allowing the National Assembly to just receive reports with transparency ensured.

Both sides agreed to approve the special U.S. investment bill next week as
promised.

The ruling and opposition parties also discussed a bill on the administrative integration of Daegu and Gyeongsangbuk-do Province. They failed to reach a conclusion, as the People Power Party pushed to handle it quickly while the Democratic Party wanted to include the merger of Daejeon and Chungcheongnam-do Province.
