Two major U.S. investment firms, also shareholders of Coupang have moved to file an investor-state dispute settlement arbitration against the South Korean government. They claim the government and the National Assembly unfairly targeted Coupang following its personal data leak, causing significant financial losses.

The Korean justice ministry said Thursday that Coupang's two investors, Greenoaks and Altimeter, filed Investor-State Dispute Settlement arbitration against the Korean government under the Korea-U.S. Free Trade Agreement.

In the notice of intent, the investors argued that Korea's National Assembly and its administration targeted Coupang by investigating the company and issuing various administrative measures as well as making threatening remarks following Coupang's personal data leak that occurred on December 1st, 2025.

Then, the U.S. investors described the move as an egregious violation of the Treaty and that the government's actions have erased billions of dollars of U.S. investment in Coupang.

An arbitration claim is a letter notifying of the claimant's intent to launch arbitration and official arbitration can begin 90 days after the claim was filed.

The Ministry of Justice said that the investor-state dispute settlement response team will work together with other pertinent agencies to closely review the legal issues.

The Korean government also explained that it would respond actively to the matter by disclosing related information to ensure people's right to know and enhance procedural transparency.
