CCTV footage from the night martial law was declared was shown for the first time at former Prime Minister Han Duck-soo's trial, charged with aiding the insurrection leader.
Contrary to his claim that he tried to block the declaration, the video shows Han nodding toward then-President Yoon Suk Yeol as he moves to impose martial law.

I never received any documents or instructions related to martial law.
But the footage of the presidential office on the day of martial law shows something different.
At 9:10 p.m., the former prime minister is shown exiting the presidential office with two documents in his hands received from the former president.

I tried to make more cabinet members oppose and prevent martial law.
Han claims he convened the cabinet meeting to oppose martial law.
At 9:13 p.m., former Defense Minister Kim Yong-hyun is shown raising four fingers to indicate that four more people were needed to reach the quorum.
Just then, Han personally makes a phone call to Agriculture Minister Song Mi-ryung to urge her.
At 10:18 p.m., when the quorum is met, former President Yoon Suk Yeol stands up saying he will declare martial law.
Han nods in response.
As the former defense minister returns to get the papers, Han personally hands them over.

The cabinet meeting was convened as a formality to make it appear legitimate.
That's how martial law was declared.
Afterwards, Han urged the cabinet members who opposed martial law to sign the resolution.
The special counsel team has disclosed a 20-minute portion of surveillance camera footage showing what happened 32 hours before and after the martial law declaration.
The judge asked Han what actions he took when armed troops confronted the public.

I believe cabinet members should express their positions through cabinet meetings.
The former prime minister claims he was unaware of the overall plan and opposed martial law because he knew it would cause problems.
