[LEAD]
Despite last Friday's fire at the National Information Resources Service that paralyzed key government systems, the new working week saw no major surge in public complaints. Nearly 90 administrative services are back online, but some 500 still remain down. Some government offices have to resort to analog ways, handling paperwork manually.

[REPORT]
At a community service center in Seoul, unmanned document dispensers are operating as normal.

Using these machines, users can have basic documents issued including certificates on resident registration and national and provincial taxation.

However the issuance of mobile ID cards and passport delivery services are still running into problems.

I'm hearing documents will be ready past Chuseok holiday because the fire disrupted the system.

Though public notices are hung up, visitors had to check with employees which papers could be issued at present.

As key services such as the Government24 website the public customarily use have been restored one after another since Monday morning, a major fiasco earlier feared did not materialize.

Recovery work is still underway but most data systems are back.

However around 500 computer networks including the government's admin portal the Onnara system are still not working.

Civil servants at some departments have returned to the old way of leaving records in writing.

A fire causing this scale of paralysis is not fitting for this day and age. There is mistrust in government systems.

In view of public inconvenience caused by the fire incident, the government said it will waive issuance fees for resident registration and personal seal certificates through Thursday October 2.
