Modernization of Jeepneys in the Philippines Faces Mixed Reactions

In June 2017, the Philippine government?s Department of Transportation (DOTr) initiated a Public Utility Vehicle Modernization Program (PUVMP) aimed at creating a safer, efficient and environmentally sustainable land transport system in the country. Among the measures in the program is the replacement of traditional jeepneys, or local minibuses, with modern versions that cost approximately 1 to 3 million Philippine pesos (16,200 to 48,600 euro). The program further requires jeepney operators to consolidate and form or join cooperatives in order to continue operating, or face disenfranchisement. While the Land Transportation Franchising and Regulatory Board (LTFRB) estimates that the consolidation rate for jeepneys has reached 80 percent, some jeepney operators and drivers associations continue to oppose the PUVMP mainly due to the prospect of being forced into cooperatives and surrender individual operator franchises, being unable to afford purchasing modern minibuses, the complete phaseout of traditional jeepneys and most importantly, losing their livelihood.  EPA/FRANCIS R.
