Trust building holds the key to cooperation (KOR)

Their leadership spectrum will only broaden when they can build mutual trust through continued communication.

President Yoon Suk Yeol invited main opposition Democratic Party (DP) leader Lee Jae-myung to his office for the first two-way meeting in nearly two years since Yoon was inaugurated in May 2022 after defeating Lee by a narrow margin. The April 10 parliamentary election results delivering another DP majority in the National Assembly was a sober warning to the government for its poor management of state affairs and neglect of a constructive relationship with not only the legislature but also the opposition for co-governance. The meeting came too late, but nevertheless can signal a restoration of cooperative politics.

The meeting lasted 135 minutes, much longer than the scheduled one hour. It ended without a separate declaration or agreement. The two leaders didn’t have a tête-à-tête separately but promised to meet regularly for a two-way or three-way meeting, including the PPP leadership. “Through the meeting, we have made the first step towards communicative and cooperative relationship with the opposition,” the presidential office said in a statement.

The presidential office admitted differences over key policies, including Lee’s proposal for a universal cash handout. But the office said Lee promised to cooperate with the government direction in medical reform. The DP released a statement in a critical and disappointing tone, saying it could not identify the president’s will to change his governance direction and improve the livelihood of the people. The statement added that the two sides agreed to the need for communication and would continue dialogue. Lee drew meaning from “opening the first chapter“ in communication.

The two sides cannot patch things up with the first meeting, given their stark differences over many issues. The meeting was on the brink of a breakup due to working-level differences, but it could take place thanks to both leaders’ will. The gesture itself means the two had accepted one another as partners for governance. Although the two didn’t reach a specific agreement to institutionalize cooperation, they nevertheless set the grounds for cooperation in the future.

The two leaders now have to take confidence-building steps to earn mutual trust for sustainability in their cooperative partnership. Yoon must shake out his image of being arrogant and unilateral while Lee must not fall into the temptation of abusing the majority power to railroad bills to serve its support base.

People working for the two leaders also must change. They must stop slanderous rhetoric to indulge their die-hard supporters. The two leaders will be wasting their maneuvering room if they keep to their habitual slander. Their leadership spectrum will only broaden when they can build mutual trust through continued communication.

”종종 만나자” 첫발 뗀 영수회담, 신뢰 확보가 중요하다

생계지원비 등 이견 있었지만, 의료개혁 등 협력 약속소통 필요 인정만으로도 성과…상대 비방부터 자제를

윤석열 대통령과 이재명 더불어민주당 대표가 어제 처음으로 양자 회담했다. 현 정부 출범 이후 두 사람이 대화 테이블에 마주 앉기까지는 1년 11개월, 720일이 걸렸다. 4·10 총선은 정부에 대한 심판이기도 했지만, 여야가 대화와 타협을 외면하고 강 대 강 대결로 질주한 데 대한 따끔한 경고이기도 했다. 그런 차원에서 이번 영수회담은 때늦은 감은 있지만, 총선 민의에 다가가는 모습이자 정치 복원의 신호탄이 될 수 있다는 점에서 상징적 의미가 크다.

당초 예고된 1시간을 훌쩍 넘겨 2시간 15분가량 차담 형식으로 진행된 회담에서 별도의 합의문은 나오지 않았다. 윤 대통령과 이 대표의 독대도 없었다고 한다. 다만, 두 사람은 앞으로도 양자 회담이든, 여·야·정 3자 회동이든 형식에 구애 없이 종종 만나기로 했다고 대통령실이 밝혔다. 특히 “이번 회동으로 야당과의 소통, 협치의 첫 발걸음을 내디뎠다”고 평가했다.

대통령실은 생계지원비 문제 등에 대해선 정책적 차이와 이견이 있다는 점을 인정하면서도, 의료 개혁과 관련해선 이 대표가 대통령의 정책 방향이 옳고 자신도 협력하겠다는 뜻을 표하는 등 대승적으로 인식을 같이한 부분도 있었다고 전했다. 총평에 나선 민주당은 “큰 기대를 했지만, 변화를 찾아볼 수 없었다. 민생을 회복하고 국정 기조를 전환하겠다는 의지가 없어 보였다"고 비판적으로 평가했다. 그러면서도 "소통의 필요성은 서로 공감했고, 앞으로 소통을 이어가기로 했다”고 덧붙였다. 이 대표도 “답답하고 아쉬웠다"면서도 "소통의 첫 장을 열었다는 데 의미를 둬야겠다”는 반응을 보였다.

쟁점마다 대립각을 세워온 양측이 그동안 쌓인 앙금을 회담 한 번으로 일소하려 했다면 과욕이다. 첫술에 배부를 수는 없는 법이다. 이번 회담 역시 실무 협상은 진통을 겪었지만, 민생을 최우선으로 하겠다는 윤 대통령과 이 대표의 결단으로 성사됐다. 서로 상대를 국정 운영의 파트너로 인정한 것이다. 그런 만큼 회담 정례화나 여·야·정 협의체 구성 등 구체적 합의가 도출됐으면 더 바람직했을 것이나, 협치와 타협의 단초가 마련됐다는 점만으로도 작지 않은 성과다.

이제부턴 양측이 진정성을 갖고 신뢰구축조치(CBM·Confidence Building Measures)에 적극 나서야 한다. 윤 대통령은 국정운영 기조를 바꿔 오만과 독선, 불통 이미지를 털어내야 하고, 이 대표도 입법 폭주와 방탄 국회 유혹에 휘둘려선 안 된다. 양측 인사들도 함께 변해야 한다. 강성 지지층에 영합해 상대를 비방하는 언사부터 자제하기 바란다. 습관적 비난에 매몰되면 윤 대통령과 이 대표의 입지도 좁아질 수밖에 없다. 신뢰가 쌓여야 소통이 지속될 수 있고 두 지도자의 운신 폭도 넓어진다는 점을 여야 모두 명심하기 바란다.
