[WT논평] Technology is available to accomplish what the THAAD missiles can't

The good news is that the new president, unlike the man he succeeded, understands that the bumpy road to Pyongyang leads through Beijing, and Mr. Trump has used precious early days of his administration, when his strength is at high tide, to make the case to President Xi Jinping that China must bring the crazy fat kid to heel. The Chinese president seems to be getting the message, and forwarded the message to Kim Jong-un in language North Korea will understand. China has cut coal exports to Pyongyang and there are hints from Beijing that it will cut off oil supplies if Kim attempts another nuclear-weapons test.

These are important first steps, but they’re only first steps. Technology is available to accomplish what the THAAD missiles, crucial as they are, can’t. These missiles can shoot down incoming missiles only at the end of their flight, when the margin of error is smallest. If the intercepting missiles miss or hit the incoming missile too close to the target ? Tokyo or Okinawa or Guam now, Honolulu or San Francisco later ? the result would still be too awful to contemplate.

Arthur Herman of the Hudson Institute, writing in National Review, suggests that a drone armed with infra-red sensors and conventional ordnance could be stationed 350 miles off the North Korean coast at 50,000 feet, capable of bringing down even a large intercontinental ballistic missile. This would give controllers on the ground almost a minute to “initiate the kill chain” and debris would drop harmlessly into the sea, or on North Korean territory.

This way, he writes, “the Trump administration could bring the world closer to a major achievement: taking away Kim Jong-un’s principal tool for threatening the region and stirring up international mayhem.”

신임 대통령은 전임자와 달리 평양으로 가는 평탄치 않은 길이 베이징을 지나는 사실을 이해하며 트럼프는 자기 힘이 만조를 이루는 행정부의 귀중한 초기를 이용하여, 중국이 미친 뚱보 아이를 굴복시켜야 한다는 것을 시 주석에게 주장했다. 중국 주석은 뜻을 알아챈 듯하며 메시지를 북한이 이해할 수 있는 언어로 김정은에게 전달했다. 중국은 평양행 석탄 수출을 중지했고 김이 또 핵무기 실험을 시도할 경우 석유 공급을 중단하겠다는 베이징의 암시가 나오고 있다.

이는 중요한 첫 단계 조치들이지만 단지 첫 단계일 뿐이다. 중요하기는 하지만 사드 미사일로는 불가능한 성과를 이룰 수 있는 기술을 이용할 수 있다. 사드 미사일은 날아들어 오는 미사일을, 오차범위가 최소일 때인 비행 말기에 격추시킬 수 있다. 만약 요격 미사일이 못 맞추거나 날아들어 오는 미사일을 지금은 도쿄 혹은 오키나와 및 괌 혹은 나중에는 호놀룰루 혹은 샌프란시스코 같은 표적과 너무 가까운 거리에서 맞출 경우 생각조차 할 수 없는 끔찍한 결과를 초래할 것이다.

내셔널리뷰에 글을 쓴 허드슨연구소의 아서 허먼은 적외선 감지기와 재래식무기로 무장한 무인기를 북한 해안에서 560㎞ 떨어진 해상의 15㎞ 상공에 배치하여 대형 대륙간탄도 미사일까지도 격추시킬 수 있다는 견해를 제시했다. 이 무인기는 지상의 통제사들에게 거의 1분에 가까운 ‘킬 체인 착수’시간을 주게 되고 파편은 바다나 혹은 북한 영토에 떨어져 피해를 발생시키지 않을 것이다.

이런 방식으로 “트럼프 행정부는 세상을 주요 성과, 즉 극동지역을 위협하고 국제적인 대혼란을 일으키는 김정은의 주요 도구를 제거하는 성과에 근접시킬 수 있다”고 그는 쓴다.
