[해외논단] 미국의 기초교육에 문제 있다

샘 쿡의 고전적인 1959년 히트송 "원더풀 월드"의 가사에는 "역사에 관해 많이 알지 못한다. 지리에 관해 많이 알지 못한다" 등 정식교육을 과소평가하는 구절이 있다.

쿡이 이런 태평한 노래를 부르고 나서 반세기 이상이 지난 뒤에도 그런 무지가 엄연한 현실로 존재한다. 자연 또는 인문 지리에 관한 이해가 없을 경우 우리는 주변의 공간을 정확하게 인식하지 못한 채 일종의 폐쇄된 고립 상태 속에서 살게 된다. 역사에 대한 무지 역시 마찬가지 고립을 자초하여 과거와 미래를 모르게 된다.

하버드 로스쿨 출신인 버락 오바마는 "만약 우리가 사우스캐롤라이나주의 찰스턴, 조지아주의 사반나, 플로리다주의 잭슨빌 같은 멕시코만 항구의 수심을 깊게 만들지 않을 경우"라는 발언을 통해 지리 지식을 드러낸 적이 있다. 문제는, 예로 든 모든 항구 도시가 멕시코만이 아닌 미국 동부 해안에 위치한 사실이다. 만약 오바마 대통령이 이런 항구의 위치를 모른다면 어떻게 항구의 수심을 깊게 만들 수 있겠는가.

오바마의 지리 혼동은 습관이 되었다. 그는 미국의 "57개 주"를 방문했다고 주장한 적이 있다. 그는 또한 켄터키주가 자신의 고향인 일리노이주보다 아칸소주에 더 가까운 것으로 착각하기도 했다. 오바마는 포클랜드 군도를 인도 남서쪽 섬들인 몰디브 열도라고 부르기도 했다. 아마도 아르헨티나 사람들의 호칭인 말비나스 군도라고 말하려다 저지른 실수로 보인다. 이 두 군도는 소리가 다소 비슷할지 모르나 대륙 차원의 먼 거리에 있다. 오바마는 하와이에 머물 때 자신이 "아시아"에 왔다고 말했다. 그는 이라크에 배치된 미군의 아랍어 통역관들이 아프가니스탄에서 더욱 유용하게 활용될 수 있다고 말했다. 이는 아랍어가 아프가니스탄의 통용어가 아니라는 사실을 몰라서 한 소리였다. 또한 그는 오스트리아 사람들이 독일 말을 안 쓰는 것으로 생각했던 것이 분명하다.

오바마 대통령의 지리에 관한 무지는, 지리와 역사 같은 과거 미국의 필수 과목에 대한 시민들의 무지가 커지는 것을 나타내는 징후다. 미국의 초중등 학교와 대학에서 지리가 필수과목에서 제외된 경우가 많다. 역사는 과거의 비극에서 교훈을 배우기보다는 흔히 인종, 계급, 성의 압제 중심으로 재해석된다.

오바마 대통령은 2009년 카이로 연설에서 유럽의 르네상스와 계몽시대가 이슬람의 지식 덕분이라고 말했는데 이런 주장은 과장이거나 사실이 아니다. 오바마는 텍사스주가 역사적으로 공화당 우위의 주라고 2011년에 주장했는데 실제로 텍사스에서는 흑인차별 정책을 지지한 민주당이 1세기 이상 우위를 지켰으며 공화당은 1980년 이후에 우세를 보이기 시작했다.

얼마 전 오바마는 20세기 베트남의 공산주의 독재자 호찌민이 "사실은 미국의 독립선언서와 헌법 및 토머스 제퍼슨의 발언에서 고무를 받았다"고 주장했다. 호찌민이 토지 분배 계획의 추진 과정에서 많은 사람을 죽이고 반대자들을 용납하지 않는 사실에 비추어볼 때 이런 주장은 설득력을 잃는다.

지리와 역사 지식에 문제가 있는 미국 지도자들은, 문법과 영작 및 수학 실력의 유사한 감소로 나타난 미국 교육의 불안한 추세를 상징한다.

제로섬 게임이 판을 치는 미국의 교과과정 편성에서 긴장 완화에 도움이 되는 새 과목이 추가될 때마다 고전적인 과목은 퇴출당한다. 그 결과 미국인들이 감정을 지나치게 앞세우고 환경, 인종, 계급, 성에 관해 정치적으로 공정한 배려를 중시하는 반면 사실에 기초한 지식을 통해 자기 신념을 내세우는 능력은 줄어들고 있다.

명문대학교 졸업장도 미국 주의 수나 특정 도시 위치에 관한 지식을 보장하지 않는다. 아이비리그 출신인 오바마가 도시와 국가 및 대륙의 위치를 혼동하는 이유를, 아이비리그 대학교들이 하나만 제외하고 모두 지리학과를 폐지한 데서 찾을 수 있을 것이다.

In Sam Cooke's classic 1959 hit song "Wonderful World," the lyrics downplayed formal learning with lines such as "Don't know much about history ... . Don't know much about geography."

More than a half-century after Cooke sang that lighthearted song, such ignorance is now all too real. Even our best and brightest - or rather our elites - are not too familiar with history or geography.

Both disciplines are the building blocks of learning. Without awareness of natural and human geography, we are reduced to a sort of self-contained void without accurate awareness of the space around us. An ignorance of history also creates the same sort of self-imposed exile, leaving us ignorant of both what came before us and what is likely to follow.

In the case of geography, Harvard Law School graduate Barack Obama recently lectured: "If we don't deepen our ports all along the Gulf - places like Charleston, South Carolina; or Savannah, Georgia; or Jacksonville, Florida ... ." The problem is that all the examples he cited are cities on the East Coast, not the Gulf of Mexico. If President Obama does not know where these ports are, how can he deepen them?

Mr. Obama's geographical confusion has become habitual. He once claimed that he had been to all "57 states." He also assumed that Kentucky was closer to Arkansas than it was to his adjacent home state of Illinois.

In reference to the Falkland Islands, Mr. Obama called them the Maldives - islands southwest of India - apparently in a botched effort to use the Argentine-preferred Malvinas. The two island groups may sound somewhat alike, but they are continents apart. Again, without basic geographical knowledge, the president's commentary on the Falklands is rendered superficial.

When in the state of Hawaii, Mr. Obama announced that he was in "Asia." He lamented that the U.S. Army's Arabic-language translators assigned to Iraq could better be used in Afghanistan, failing to recognize that Arabic isn't the language of Afghanistan. For that matter, he apparently thought Austrians speak a language other than German.

The president's geographical illiteracy is a symptom of the nation's growing ignorance of once-essential subjects such as geography and history. The former is often not taught anymore as a required subject in our schools and colleges. The latter has often been redefined as race, class and gender oppression to score melodramatic points in the present rather than to learn from the tragedy of the past.

The president in his 2009 Cairo speech credited the European Renaissance and Enlightenment to Islam's "light of learning" - an exaggeration if not an outright untruth on both counts.

Closer to home, the president claimed in 2011 that the Texas had historically been Republican - while in reality, it was a mostly Jim Crow Democratic state for more than a century. Republicans only started consistently carrying Texas after 1980.

Recently, Mr. Obama claimed that 20th-century communist strongman Ho Chi Minh "was actually inspired by the U.S. Declaration of Independence and Constitution, and the words of Thomas Jefferson." That pop assertion is improbable, given that Ho systematically liquidated his opponents, slaughtered thousands in land-redistribution schemes, and brooked no dissent.

Even more ahistorical was Vice President Joe Biden's suggestion that George W. Bush should have gone on television in 2008 to address the nation as President Roosevelt had done in 1929 - a time when there was neither a President Roosevelt nor televisions available for purchase. In 2011, a White House press kit confused Wyoming with Colorado - apparently because they're both rectangular-shaped states out West.

Our geographically and historically challenged leaders are emblematic of disturbing trends in American education that include a similar erosion in grammar, English composition and basic math skills.

The controversial Lois Lerner, a senior official at the Internal Revenue Service - an agency whose stock in trade are numbers - claimed that she was "not good at math" when she admitted that she did not know that one-fourth of 300 is 75.

In the zero-sum game of the education curriculum, each newly added therapeutic discipline eliminated an old, classical one. The result is that if Americans emote more and have more politically correct thoughts on the environment, race, class and gender, they are less able to advance their beliefs through fact-based knowledge.

Despite supposedly tough new standards and vast investments, about 56 percent of students in recent California public school tests did not perform up to their grade levels in English. Only about half met their grade levels in math.

A degree from our most prestigious American university is no guarantee that such a graduate will know the number of states or the location of Savannah. If we wonder why the Ivy League-trained Mr. Obama seems confused about where cities, countries and continents are, we might remember that all but one Ivy League university eliminated their geography departments years ago.

As a rule now, when our leaders allude to a place or an event in the past, just assume their references are dead wrong.
