[WT논평] Jacking up your electric bill

[세계일보]America faces a European-style debt crisis, but you wouldn't know it from observing what's happening on Capitol Hill. At a Senate committee's request, the Congressional Budget Office (CBO) on Tuesday issued an analysis of proposed renewable (RES) and clean-energy standards (CES). The federal government has grown so large that it's actually studying how to spend money to make electricity more expensive.

In fact, it's a White House priority. In his State of the Union address, President Obama called for 80 percent of America's electricity to come from windmills and solar panels by 2035 as part of his Win the Future (WTF) campaign. That can only happen if federal laws and regulations are used to shut down cheaper sources of power, such as coal. Currently, coal provides 45 percent of our power and nuclear 19 percent. Wind accounts for 2 percent, and solar power is so weak it earns an asterisk. That's not going to change, so federal bureaucrats want to tell private companies they must produce 20 percent or 25 percent of their electricity from inefficient, intermittent sources using a complex scheme of production credits to impose their will on the industry.

Mr. Obama also has opened up the piggy bank and doled out $5.6 billion in stimulus funding, 84 percent of which went to windmills ― a market dominated by General Electric. Last year, that company just happened to spend $39 million on lobbying and $2 million in campaign donations. Its push for a pro-subsidy agenda has paid off ― for them, not us.

If consumers were aware of the true cost of solar and wind power, they wouldn't want either.

Likewise, the public wouldn't care for higher corporate average fuel efficiency (CAFE) standards if they knew that meant driving tiny, dangerous and boring European-style city cars. That hasn't stopped House Democrats including Minority Leader Nancy Pelosi, Rep. Henry A. Waxman and Rep. Edward J. Markey from sending the president a letter Wednesday demanding repressive fuel-efficiency standards in the name of fighting "carbon pollution."

The days when power plants and automobiles belched out toxic clouds of black soot are over (except in the case of mass-transit buses). That reality forced leftists to invent a new problem to justify their marketplace meddling. When they reference carbon, they're talking about carbon dioxide, the harmless gas that's the natural byproduct of respiration. Using their terms, everyone who breathes becomes a "polluter." CAFE and renewable-energy standards are about increasing Washington's power, not clean air or the environment.

청정에너지 기준과 자동차 연비 기준

미국은 유럽식 부채 위기에 직면해 있으나 미국 연방의회에서 벌어지는 사태를 보아서는 그 사실을 알 수가 없다. 의회예산국은 상원의 한 위원회로부터 요청받고 화요일, 제안된 재생 가능 에너지 및 청정 에너지 기준의 분석 결과를 발표했다. 연방정부는 너무나 비대해져서 전기요금을 올리는 데 정부 예산을 지출하는 방안을 실제로 연구하는 지경에 이르렀다.

사실 그것은 백악관이 우선적으로 추진하는 정책이다. 버락 오바마 대통령은 자신이 추진하는 미래 승리 운동의 일환으로 2035년까지 미국 전기의 80%를 풍차와 태양전지판으로 생산할 것을 연두교서에서 촉구한 바 있다. 연방정부가 법률과 규제를 이용하여 석탄 같은 보다 값이 싼 전기 생산시설을 폐쇄할 경우에만 그런 일이 일어날 수 있다.

현재 석탄이 미국 전기의 45%를 공급하고 핵발전은 19%를 공급한다. 풍력은 2%를 담당하며 태양력 발전은 너무나 미약하여 별표를 붙이기가 어렵다. 그런 상황이 변화하지 않을 것이므로 연방정부 관료들은 자기네 뜻을 산업계에 강요하기 위해서 민간 회사들에 자사 생산 전기의 20%나 25%를 비능률적이고 지속성이 없는 발전 방식으로 생산할 것을 강요한다. 그런 발전 방식은 여러 가지 복잡한 생산세액공제 방식을 이용한다.

오바마는 또 은행금고를 열어 경기부양용 자금 중 56억 달러를 나누어 주었는데, 그중 84%가 제너럴 일렉트릭이 시장을 지배하는 풍력산업에 제공되었다. 제너럴 일렉트릭은 마침 지난해에 로비자금으로 3900만 달러, 선거운동 헌금으로 200만 달러를 지출했다. 보조금 지급 정책에 지지한 대가를 이 회사는 얻었으나 국민은 얻지 못했다.

만약 소비자들이 태양력 전기와 풍력 전기의 실제 가격을 안다면 둘 다 원하지 않을 것이다.

마찬가지로 국민들이 자동차 연비의 상향조정이 아주 작고 위험하며 단조로운 유럽식 도시형 승용차 운전을 의미한다는 것을 안다면 연비 상향조정도 좋아하지 않을 것이다. 야당 원내대표 낸시 펠로시 의원, 헨리 왁스먼 의원, 에드워드 마키 의원을 포함한 미 하원의 민주당 출신 의원들이 수요일 대통령에게 편지를 보내 '탄소 오염'과 싸운다는 명분 아래 압제적인 연비기준을 요구하는 것을 이런 현실도 막지 못했다.

발전소와 자동차가 유독한 검은 색 매연을 내뿜던 시대는 끝났다. 다만 대중운송용 버스의 경우는 예외다. 그런 현실로 인해서 좌익분자들은 그들의 시장 개입을 정당화하기 위해서 새로운 문제를 하나 어쩔 수 없이 만들어 냈다. 그들이 말하는 탄소는 이산화탄소다. 이 무해한 가스는 인체 호흡의 자연적인 부산물이다. 그들의 용어를 사용할 경우, 숨을 쉬는 모든 사람이 '오염원'이 된다. 자동차 연비와 재생가능 에너지 기준은 공기나 환경을 청정하게 만드는 것이 아니라 워싱턴의 권력을 강화하는 수단이다.
