[해외논단] 현실과 동떨어진 오바마 세계관

오바마 대통령은 외국 군주나 지도자에게 허리를 굽힘으로써 미국 대통령의 품위를 떨어뜨린다. 미국의 최고통수권자인 그는 다른 나라 수반을 만날 때 모든 미국인을 대표할 뿐만 아니라 입헌공화국인 미국의 전통이 반영된 대통령직의 품위를 상징한다.

공화국들은 제국 군주들의 우위를 인정하지 않는다. 이는 1776년 미국 혁명의 기본원칙이다. 봉건적인 예속에 반대했기 때문에 미국인들은 왕이나 독재자에게 고개를 숙이지 않는다. 아첨을 싫어하는 미국인들은 특히 자국 대통령의 아부를 멸시한다.

오바마가 외국 지도자들에게 고개를 숙일 때마다 국내의 여론 지지율은 내려가고 그의 위신은 깎인다. 그런데도 오바마는 멈추려 하지 않는다. 과거에 그는 사우디 왕과 일본 왕에게 깊이 고개를 숙인 데 이어 얼마 전 워싱턴 핵 정상회의에서 중국 국가주석에게 다시 같은 행동을 반복했다. 그가 허리를 굽힐 필요성을 거의 병적으로 느끼는 이유가 무엇일까.

그의 행동은 조건반사적으로 반미주의를 드러낸다. 그는 마음속 깊은 곳에서 자기 나라를 멸시하고 싫어한다. 오바마가 허리를 굽히는 것은 자신의 깍듯한 절이, 국제무대에서 미국의 겸양을 상징한다고 생각하기 때문이다.

국제무대에서 자기 나라의 '죄와 과실'을 거듭 공개 사과한 미국 대통령은 오바마가 유일한 경우다. 그는 유럽에서 미국의 '오만'에 유감을 표시했고 중동에서는 미국의 '제국주의'와 무슬림에 대한 '불공정 행위'를 비난했다.

한마디로 오바마는 전 세계를 향해 고개를 숙인다. 그는 미국이 대등하게 참여하는 다극 질서를 만들려 한다. 급진파 좌익인 오바마는 미국의 초강대국 시대가 끝나는 것을 환영한다. 대다수 다문화적인 진보세력들과 마찬가지로 그는 미국의 예외주의 관념을 싫어한다.

오바마가 대통령에 재직하는 동안 미국의 국력이 쇠퇴하여 한때 세계를 지배했던 미국의 경제력과 군사력 및 문화는 느리지만 가차 없이 위축될 것이다.

현실과 동떨어진 오바마의 세계관은 무모하고 위험하다. 세계를 또 다른 대규모 전쟁으로 몰아넣을 것이기 때문이다. 미국은 세계의 불안정과 불공정의 근본원인이 아니라 질서와 자유의 수호자 역할을 했다. 역사상 미국처럼 자유를 신장시킨 나라는 없다.

오바마는 미국의 과거를 사과하는 행위를 부끄럽게 생각해야 마땅하다. 그의 행위는 자학에 가까운 자기 부정이다. 테레사 수녀가 가난한 사람들을 충분히 돌보지 못했다고 사과하는 것이나 다름없다.

그러나 오바마 주변의 좌파세력은 오바마의 절과 사과가 참으로 안목이 넓은 정치수완 발휘라고 주장한다. '소프트파워 외교'를 펼치는 궁극적인 방법이라고 주장한다. 그들은 오바마의 우호적인 제스처를 통해 우리 시대의 여러 가지 위협, 특히 핵확산을 막는 광범한 다국 연합전선을 구축한다고 생각한다.

그러나 현실은 그 반대로 흘러가고 있다. 오바마는 세계의 가장 위험한 나라들이 핵무기를 마련하는 것을 막기는커녕 핵무기를 불량국가들로 확산시키는 행동을 하고 있다.

오바마는 이란을 고립시킬 방법을 찾고 있다. 흔들리는 이란 정권에 타격을 가할 국제 제재조치를 취하는 데 러시아와 중국의 동참을 설득하는 것이 그의 전략이다.

양국은 미국 및 서방에 맞서는 독재국가들이다. 그들에게는 냉전이 아직 끝나지 않았다. 그들의 목표는 중동에서 이란을 앞세워 서방세력에 대항하는 것이지 이란의 핵계획을 억제하는 것이 아니다. 이란에 핵과 미사일 기술을 적극 제공해온 것이 이 두 나라다.

이런 폭력정권들이 이란 제재에 나서도록 설득할 수 있는 카리스마와 계교를 자신이 갖고 있다고 믿는 사람은 자기도취로 이성이 마비된 사람뿐일 것이다.

오바마가 외국 지도자에게 절을 하는 것은 자유다. 오바마의 정중한 절에 감명을 받지 않은 중국 지도자가 대이란 제재를 강화하자는 오바마의 요구를 거절하는 것이 문제다.

The act was not only shocking but revealing. Mr. Obama has come under intense criticism for bowing to leaders in the past - the king of Saudi Arabia, the emperor of Japan. But never before has America's commander in chief prostrated himself to a foreign tyrant on U.S. soil.

By bowing, Mr. Obama degraded and cheapened the office of the presidency; as commander in chief, he represents every American when meeting with other heads of state. He is supposed to embody the dignity of the Oval Office, reflecting our collective heritage as a self-governing, constitutional republic.

Republics do not recognize the supremacy of imperial overlords. This is the seminal principle of the Revolution of 1776: Americans do not kowtow to kings or dictators - the nation was forged in opposition to feudal subservience.

Perhaps Mr. Obama was not taught that elementary lesson during his childhood in Indonesia or his years immersed in post-colonial Marxist theory at graduate school. He is, however, learning it now. Americans despise bootlicking - especially when it comes from their president.

Every time Mr. Obama bows, his poll ratings drop and his prestige dwindles. Yet, he refuses to stop. He feels a compulsive, almost pathological need to do it. Why?

His actions reflect a fundamental, reflexive anti-Americanism - a profound contempt and hatred for his own country. Mr. Obama bows because it symbolizes America's need to "humble" itself on the world stage.

Mr. Obama is the only sitting president in U.S. history who publicly - and repeatedly - apologizes for his nation's "sins" and "mistakes." In Europe, he bemoaned American "arrogance." In the Middle East, he condemned past U.S. "imperialism" and "injustice" toward Muslims. In China, he welcomed the Red Dragon's rise as an economic partner with the United States.

In short, Mr. Obama is bowing to the world. He seeks to establish a post-American multipolar order in which Washington is only one power among equals. He is a radical leftist, who welcomes the end of the United States as the world's last superpower. The very notion of "American exceptionalism" is repugnant to him - as it is to most multicultural progressives.

Mr. Obama's presidency can be distilled to one fundamental reality: He is presiding over America's decline, the slow but relentless erosion in its once-dominant economic, military and cultural position.

Mr. Obama's worldview is utterly disconnected from reality. Moreover, it is reckless and dangerous - pushing the world closer toward another international conflagration.

Rather than being the root cause of global instability and injustice, America has been the defender of order and freedom. In fact, no other nation in history - none - has done more to advance freedom than the United States.

It is America that led the struggle to liberate Europe from Nazi aggression and Soviet domination. It is America that toppled fascist dictatorships in Afghanistan and Iraq, freeing more than 50 million Muslims from totalitarian rule. It is America that bombed rebel fundamentalist Serbs, ending their genocidal campaigns against Muslims in Bosnia and Kosovo. It is America that protects the democracies of Asia from China's militaristic expansionism.

Mr. Obama should be ashamed for apologizing on behalf of America. That's like Mother Teresa apologizing for not taking care enough of the poor. It is a form of national self-abnegation bordering on masochism.

Yet, the multicultural leftists around Mr. Obama stress that all of his bowing and apologizing is really crafty, far-sighted statesmanship: the ultimate projection of "soft power" diplomacy. By making goodwill cultural gestures, Mr. Obama is supposedly helping to erect a broad, multinational coalition to confront the great threats of our time - especially, nuclear proliferation.

The opposite, however, is happening. Instead of stopping the world's most dangerous states from acquiring nuclear weapons, Mr. Obama's actions are ensuring the spread of nukes to rogue regimes.

This is the real meaning - and tragedy - of the Washington nuclear security summit. The White House claimed that Ukraine's agreement to scrap its stockpile of highly enriched uranium was a major strategic breakthrough. Rather, it was a cynical publicity stunt. Kiev's stockpile does not pose a threat to international security. But Tehran's nuclear program does.

U.S. intelligence officials now admit that Iran is about one year away from getting the atomic bomb. Israeli officials believe the mullahs are even closer. Tehran's apocalyptic clerics have based their Islamic revolution on erecting a global caliphate upon the smoldering ashes of Israel - and eventually, America. Once Iran acquires the bomb, a nuclear conflict with the Jewish state is not only likely but inevitable. The United States - and other powers - will then be drawn into the fighting, re-creating the European bloodbaths of the 20th century.

Mr. Obama seeks to isolate Iran. His strategy is to convince Russia and China to agree to impose crippling international sanctions on Tehran's tottering theocracy.

Mr. Obama's transnational feel-good diplomacy is a sign of provincialism - not sophisticated multiculturalism. Moscow and Beijing are anti-American, anti-Western authoritarian states. For them, the Cold War never ended. Their goal is to undermine the American hyperpower by propping up a belligerent Persian empire that will act as a bulwark against the West in the Middle East. They have no intention of curbing Iran's nuclear program. In fact, Russia and China have been actively supplying Tehran with nuclear technology and missiles. Only a self-absorbed narcissist could believe he possesses the charisma - and cunning - to persuade these two gangster regimes into cooperating on Iran.

The president can bow all he wants. The Chinese leader was not impressed. Beijing refused to capitulate to Mr. Obama's demands for tougher Iranian sanctions.

"Pressure and sanctions cannot fundamentally solve the problem," an official Chinese government statement said.

Translation: Get lost. Nobody respects a groveling sycophant. Mr. Obama: Stop bowing and instead hold your head up high on the world stage as befits the world's greatest nation.
