[WT사설]An insolent Putin

If other leaders in the Group of Eight had hoped for any symbolism in the decision to host the 2006 summit in St. Petersburg, which was founded by Czar Peter the Great as a Western-oriented Russian city, this weekend would have shredded any such myth. "I believe that the G-8 nations will demonstrate convincingly their cohesion in St. Petersburg," Russian President Vladimir Putin wrote in an op-ed in the International Herald Tribune before the summit, but Mr. Putin's conduct this weekend disproved his own bromide. Mr. Putin has shown that Russia is more incompatible with the other members of the G-8 now than in 2002.

The G-8 leaders issued a communique Sunday calling for an end to hostilities between Hezbollah and Israel. Not specifically named in the statement, however, are Syria and Iran ― although the United States wanted a statement that faulted both countries for their support of Hezbollah. Six other nations supported such a statement, according to reports, but Russia blocked it. That Mr. Putin, in his position as president of the G-8, barred such language from the resolution should be seen as unacceptable by the other G-8 countries.

Mr. Bush went out of his way to be circumspect in his statements about the deteriorating state of Russian democracy. Mr. Putin, on the other hand, smirked during a joint press conference as he fired off the sarcastic remark, "We certainly would not want to have the same kind of democracy as they have in Iraq," The Russian president's snide comment marred a press conference that should have been an affirmation of a strong mutual interest in stopping nuclear proliferation and extremist terrorism.

The United States will continue to block Russia's accession to the World Trade Organization, standing firm on issues such as intellectual piracy. Following Mr. Putin's example, Washington should show no willingness to concede any ground to Moscow in these negotiations.

Mr. Putin's serious disruption of the composition of the joint statement and his gratuitously hostile sarcasm during the press conference cannot be overlooked as the United States recalibrates its relationship with Russia.

With its performance this weekend, Russia has moved a step closer to being the odd man out in the club of industrialized democracies. Russia's usefulness in the G-8 should be seriously questioned, and we wonder if Mr. Putin deserves an invitation to the summit next year in Germany.

푸틴 러시아 대통령의 오만한 처신

주요 8개국(G8)의 다른 나라 지도자들이 2006년 정상회의를, 표트르 대제가 서구 지향적인 러시아 도시로 창건한 상트페테르부르크에서 개최키로 한 결정 속에 어떤 상징성이 내포되었을 것으로 기대했다면 이번 주말 그러한 신화는 모두 갈가리 찢어졌을 것이다. 블라디미르 푸틴 러시아 대통령은 정상회의에 앞서 인터내셔널 헤럴드 트리뷴의 기명기사 면에 "나는 G8 국가들이 상트페테르부르크에서 단결을 설득력 있게 과시할 것으로 믿는다"고 썼지만 이번 주말 푸틴의 행동은 그의 상투적인 발언이 틀렸음을 입증했다. 러시아가 2002년보다 지금 다른 G8 국가들과 더욱 공존할 수 없다는 것을 푸틴이 보여 주었다.

G8 지도자들은 헤즈볼라와 이스라엘 사이의 적대행위를 종식시킬 것을 촉구하는 코뮈니케를 일요일에 발표했다. 헤즈볼라에 대한 지원을 이유로 시리아 및 이란을 비난하는 성명서를 미국이 원했으나 이번 성명서에는 양국의 명칭이 구체적으로 언급되지 않았다. 몇몇 보도에 따르면, 다른 6개국이 그러한 성명을 지지했으나 러시아가 이를 봉쇄했다. G8 회의 의장 지위에 있는 푸틴이 그러한 언급을 결의안에 넣는 것을 막은 것은 G8의 다른 국가들에 용납될 수 없는 처사로 비치는 것이 당연하다.

부시 대통령은 나빠지고 있는 러시아 민주주의 상황에 대한 발언에서 일부러 신중한 자세를 취했다. 반면에 푸틴은 합동기자회견 때 빈정대는 말투로 "우리는 이라크에서 하고 있는 것과 같은 종류의 민주주의 실현을 분명히 원하지 않는다"는 견해를 거침없이 밝힐 때 억지웃음을 지었다. 러시아 대통령의 이 같은 비열한 발언은, 핵확산과 과격주의 테러행위를 저지하는 데 있어 강력한 상호 이해관계를 확인하는 자리가 되었어야 했던 기자회견을 망쳤다.

미국은 지식재산권 침해와 같은 문제들에 대한 확고한 입장을 지켜 러시아의 세계무역기구 가입을 계속 막을 것이다. 푸틴을 본보기로 삼아 워싱턴은 이와 관련된 일련의 협상에서 모스크바에 어떤 입장 양보도 할 용의가 없음을 보여 주어야 한다.

푸틴이 공동성명의 작성에 심각한 혼란을 초래하고 기자회견 때 까닭없이 적대적으로 빈정댄 것은 미국이 러시아와의 관계를 재점검할 때 간과할 수 없는 사태다.

이번 주말의 행동에 따라 러시아는 선진 민주주의 국가들의 클럽에서 따돌림 당하는 국가가 되는 데 한걸음 더 가까이 다가갔다. G8 내 러시아의 유용성에 대해 진지한 의문이 제기되어야 하며, 우리는 푸틴이 다음해 독일에서 개최되는 G8 정상회의에 초대받을 자격이 있는지 의문을 갖는다.
