[WT사설]Venezuela and terrorists

"Cuban intelligence has effectively cloned itself inside Venezuelan intelligence," Thomas A. Shannon, assistant secretary of state for Western Hemisphere affairs, told editors and

reporters at the Washington Times. Mr. Shannon was also concerned about the nature of the intelligence relationship that Venezuelan President Hugo Chavez wants with Iran. If this were not

disconcerting enough, Venezuela is also providing shelter for organizations with ties to unspecified "terrorist organizations in the Middle East." Reports suggest that Hezbollah is one of those

unspecified organizations.

The State Department announcement last week that Venezuela would be designated a country that is not fully cooperating with efforts against terrorism makes it the only country so designated that is not also on the list of state sponsors of terrorism. This designation, which was met by

characteristically absurd responses from Venezuelan officials, is not a first step toward the designation of a state as a sponsor of terror (which is a designation not reached through a step-by-step process). The designation does mean, however, that Venezuela is banned from purchasing U.S.

weapons.

In addition to troubling connections with Iran, Venezuela has also developed a "more structured relationship" with the FARC and the ELN, two Colombian guerrilla groups classified

as terrorist organizations by the State Department. Mr. Chavez has for some time, because of his ideological sympathies, granted guerrillas from both groups safe haven on his side of the Venezuela-Colombia border. But Mr. Shannon noted that more of the growing number of weapons brought across the border were from stockpiles maintained by the Venezuelan government, and that

Venezuelan officials must have been involved in some stage of the trafficking.

Mr. Chavez's overblown anti-American agitprop is of little concern to Washington, which should not be drawn into a conflict that the authoritarian firebrand is able to wage on his own terms. The Venezuelan president should not be allowed to become the focal point of U.S. policy, but

while turning a deaf ear toward Mr. Chavez's demagoguery is a good practice, turning a blind eye to his country's practice of harboring groups with ties to terrorist organizations is not. The State

Department's announcement should be a message that Venezuela's behavior is more than unsavory.

테러단체를 비호하는 베네수엘라

미국무부의 서반구문제 담당 차관보인 토머스 A 섀넌은 본지 편집진과 보도진에게 "쿠바 정보당국은 베네수엘라 정보당국 안에 자신을 효과적으로 복제했다"고 말했다. 섀넌 차관보는 또 우고 차베스 베네수엘라 대통령이 원하는 이란과의 정보 협력 관계에도 우려를 표명했다. 이러한 사실만으로 충분히 당혹감을 느끼지 않는 사람들을 위해 베네수엘라가 불특정 '중동 테러단체들'과 관계를 맺고 있는 단체들에게 은신처를 제공하고 있다는 사실도 제시할 수 있다. 언론 보도들은 헤즈볼라가 그러한 불특정 단체 가운데 하나라는 것을 시사한다.

베네수엘라가 테러 단속 노력에서 충분한 협력을 하지 않는 나라로 지명될 것이라는 지난주 미 국무부의 발표로 베네수엘라는 최초로 그런 지정을 받는 국가가 된다. 또 테러지원국 명단에도 올라 있지 않다. 이 나라 정부 관리들이 특유의 불합리한 반응을 보이고 있는 이번 지정은 테러지원국 지정을 위한 첫 번째 조치가 아니다. 테러지원국 지정은 단계적 절차를 거쳐 이루어지는 것이 아니다. 그러나 이번 지정은 베네수엘라의 미국산 무기류 수입이 금지된다는 것을 의미한다.

문제가 있는 이란과의 관계 외에도 베네수엘라는 콜롬비아 무장혁명군(FARC), 민족해방군(ELN)과도 '더욱 구조적인 관계'를 발전시켰다. 이 둘은 콜롬비아의 게릴라 단체로서 미 국무부에 의해 테러단체로 분류돼 있다. 차베스는 이념적인 동조로 이 두 단체에 상당 기간 베네수엘라-콜롬비아 국경의 자신들 쪽에 피신처를 허용하고 있다. 그러나 섀넌은 국경 넘어 반입되는 점증하는 무기류가 베네수엘라 정부가 관할하는 무기고에서 나온 것이며, 불법 무기 거래의 일부 단계에 베네수엘라 정부 관리들이 개입하고 있다고 지적한다.

차베스의 과장된 반미 선전에 워싱턴은 별 관심을 기울이지 않고 있다. 이런 선전 때문에 독재적인 선동자의 페이스에 따라 전개되는 갈등에 미국이 휘말려서는 안된다. 베네수엘라 대통령이 미국 정책의 초점이 되도록 허용되어서는 안 된다. 그러나 차베스의 악선전을 외면하는 것은 잘하는 조치이지만 베네수엘라가 테러단체들과 관련된 단체들을 비호하는 관행을 눈감아 주는 것은 좋지 않다. 미 국무부의 이번 발표는 베네수엘라의 행위가 재미없는 차원 이상이란 것을 알리는 메시지가 되어야 한다.
