[WT논평]Renewing the war on poverty

Arecent director of central intelligence was asked by one of his senior intelligence analysts about establishing a group within the community to look at managing all the new sources of information on the Internet. The director immediately snorted back, “I only have money to pay for secrets.” This is but one example of the ill-informed and unhappy basis on which America’s intelligence analysts have been dealing with the modern Internet age. With billions of pages of free information expanding every day on the Internet, access is limited by both security concerns and language barriers. With intelligence analysis in shambles, new Director of National Intelligence John Negroponte must position America’s intelligence organizations for the 21st century. He and his chosen senior intelligence analyst must come to grips with the exploding challenge of so-called “open-source” information, harnessing this source to bolster a new system of effective and useful analysis for America’s policymakers. For Mr. Negroponte, the job will not be easy. In many ways, the intelligence community is a “first-generation” information business.Established mostly in the 1950s, the intelligence community’s structure and information- sharing techniques reflect its age.Utill, the ability of American intelligence to uncover valuable secrets against its Cold War adversaries was impressive. However, like first-generation corporate titans Timex and Kodak, time wore on and the systems that were so successful early began to be challenged and then overwhelmed as all around them progressed. By the late 1980s, it became quite clear that new and extensive information and databases were available to many in the outside world. With the invention and explosion of the Internet in the mid-1990s, “secrets” of the Cold War era simply did not always have the same value they used to have. Today, America now deals with enemies who gleefully post their intentions, strengths and locations on the Web for all to see. So what should the new DNI do about this expanding “information gap?” The Robb-Silberman commission was the latest to recommend the most effective solution- establish within the intelligence community an Open Source Directorate; a cadre of no more than “50 analysts that could become the intelligence experts in finding and using unclassified, open source information.” This would leaven greatly the current stale analysis taking place in the intelligence community. (MON.)인터넷시대 첩보활동로널드 A 마크스(美 칼럼니스트)최근 미국 중앙정보계의 어느 국장은 고위 정보분석가 중 한 사람에게서 인터넷의 새로운 모든 정보원천 관리의 감독을 위한 그룹을 CIA 내부에 설치하는 문제에 대해 질문을 받았다. 그 국장은 즉각 코웃음을 치며 다음과 같이 대답했다. “나는 오직 비밀정보에 지불할 예산밖에 없다.” 이는 미국 정보분석가들이 현대 인터넷시대에 대처하는, 정보가 부족한 불행한 기반의 사례 가운데 하나일 뿐이다.

인터넷에서 매일 수십억페이지의 자유로운 정보가 확산되는 상황에서 보안상의 우려와 언어 장벽으로 그에 대한 접근이 제약받고 있다. 정보분석 역량이 취약해진 현실에서 존 네그로폰테 신임 국가정보국장은 미국의 정보기관들을 21세기에 걸맞은 위상으로 끌어올려야 한다. 네그로폰테 국장과 그가 선발한 고위 정보분석가는 ‘개방된 정보자료’의 폭발적인 도전에 대처하여 효율적이고 유용한 정보 분석을 미국 정책입안자들에게 제공할 수 있는 새로운 체제를 강화하는 데 이 정보 자료를 이용해야 한다.

네그로폰테 국장에게 이 작업은 쉬운 일이 아닐 것이다. 여러 가지 면에서, 현 정보계는 정보업무의 ‘제1세대’이다. 대부분 1950년대에 설립된 현 정보계의 구조와 정보수집 기술은 그 연조를 반영하고 있다.

냉전시대 적국들과 맞서 소중한 정보를 수집한 미국의 정보 역량은 아직도 괄목할 만하다. 그러나 타이멕스와 코닥 같은 제1세대 거대 기업들처럼 세월이 흐르는 동안, 과거에 그처럼 성공을 거두었던 체제는 주변의 모든 상황이 발전함에 따라 도전을 받고 압도당하게 되었다.

80년대 말이 되자 바깥 세계의 많은 기관에서는 새롭고 광범한 정보와 데이터베이스를 활용할 수 있게 되었다는 사실이 아주 분명해졌다. 90년대 인터넷 발명과 폭발적인 성장으로 냉전시대의 ‘기밀’은 과거와 같은 가치를 항상 유지할 수 없게 되었다. 오늘날 미국은 자기네 의도와 힘, 위치를 모든 사람이 볼 수 있도록 웹에 기꺼이 올리는 적들을 상대하고 있다.

따라서 새 국가정보국은 확대되는 ‘정보 격차’에 대해 어떤 조치를 해야 하는가. 최근에 가장 효과적인 해결책을 권고한 것이 롭・실버먼위원회이다. 즉 정보계 내부에 개방 자료 담당 위원회를 설치하는 방안이다. 50명 미만의 간부급 “분석가들로 구성되는 이 위원회는 기밀로 분류되지 않은 개방된 정보 자료를 검색하고 활용하는 전문기관이 될 수 있다.” 이 같은 기구의 설치는 현재 정보계에서 벌어지고 있는 구태의연한 분석에 큰 영향을 미칠 것이다.
